Climate change poses one of the most significant challenges of our time. While technological solutions and policy frameworks are essential, education remains a foundational tool for building long-term climate resilience. From international frameworks established by the UNFCCC to grassroots initiatives by organizations like Development Alternatives, climate change education is transforming how communities understand, respond to, and adapt to environmental challenges.

UNFCCC commitments to climate education
The United Nations Framework Convention on Climate Change recognized education as fundamental to achieving climate goals from its very inception. Article 6 of the Convention, adopted in 1992, established six priority areas: education, training, public awareness, public participation, public access to information, and international cooperation. These elements collectively form what is now known as Action for Climate Empowerment (ACE).
Under Article 6, nations committed to developing and implementing educational and public awareness programmes on climate change at national and regional levels. The framework calls for public access to climate information, meaningful public participation in addressing climate challenges, and systematic training of scientific, technical, and managerial personnel.
Evolution of international commitments
The importance of climate education has been reinforced through subsequent agreements and work programmes. The New Delhi Work Programme, adopted at COP 8 in 2002, provided a flexible framework for country-driven action. This was followed by the Doha Work Programme and most recently the Glasgow Work Programme on Action for Climate Empowerment, approved at COP 26. The Paris Agreement further strengthened these commitments by urging countries to cooperate on climate-related education, training, and public awareness measures.
These international frameworks serve a critical purpose: they enable society to become part of the solution. Education and training are integral in enabling citizens to contribute to both local and global efforts in addressing climate challenges. When people gain knowledge about the causes and impacts of climate change, they become more aware of their roles as consumers and are empowered to make ethically informed decisions.
Development Alternatives: a grassroots model
While international frameworks provide the policy foundation, organizations like Development Alternatives (DA) demonstrate how education and capacity-building translate into tangible outcomes at the community level. Based in India, DA has worked for over 25 years in the Bundelkhand region, one of the country’s most water-stressed areas, combining environmental regeneration with sustainable livelihood creation.
Check dams and water conservation
DA’s work exemplifies how technical solutions combined with community education can address climate vulnerabilities. The organization has constructed 294 check dams in Bundelkhand, leading to conservation of over 150,000 cubic metres of water annually. These small barriers built across shallow rivers and streams harvest rainwater during monsoons, recharging groundwater aquifers and increasing water availability for agriculture.
The impact extends beyond water conservation. DA’s interventions have resulted in a 70% reduction in water runoff and soil erosion, a 50% increase in cropping intensity for most farms, and a 30% improvement in agricultural productivity. These gains have also reduced distress migration from rural areas. The organization has directly trained 5,000 farmers on sustainable land and water management practices, while 15,000 farmer households have benefited through improved access to irrigation.
Building climate-resilient livelihoods
DA’s approach goes beyond infrastructure to include comprehensive capacity-building programmes that enhance employability in both farm and non-farm sectors. Through their flagship campaign “Shubh Kal” (meaning “for a better future”), they have treated over 18,000 hectares of land using participatory information and knowledge development models. The Locally Owned Community Operated (LOCO) Model empowers communities to design their own development pathways and take ownership of changes for sustainability.
Farmers who have participated in DA’s programmes have begun adapting to climate change through various methods: sprinkler irrigation, low-water seeds, organic manure usage, and kitchen garden promotion. About 15% of farmers engaged with the organization have adopted these adaptive activities, recognizing climate change as a phenomenon affecting their livelihoods.
Awareness campaigns on anthropogenic climate change
Public awareness campaigns play a crucial role in helping people understand how human activities contribute to climate change and what actions can reduce emissions. The UNFCCC assigns responsibility to member nations to undertake educational and public awareness campaigns, ensuring public participation in programmes and information access.
Understanding human contributions to climate change
Effective climate education helps learners understand current climate change as an anthropogenic phenomenon resulting from increased greenhouse gas emissions. It covers which human activities-at global, national, local, and individual levels-contribute most to climate change. This understanding is essential because educational settings serve dual purposes: they are venues for raising awareness about human-caused climate change while also producing innovations that future generations will use to combat it.
Research demonstrates the effectiveness of climate education in changing behaviour. A study published in PLOS One found that university students who completed an intensive climate change course reduced their individual carbon emissions by 2.86 tons of CO2 per year through pro-environmental decisions in areas like transportation and food choices. The researchers noted that if similar education programmes were applied at scale, potential emission reductions would be comparable to other large-scale mitigation strategies.
Moving from awareness to action
Climate awareness campaigns have yielded measurable results globally. According to recent data, over two-thirds of adults worldwide perceive climate change as a threat. However, awareness alone is insufficient-campaigns must translate knowledge into action. Effective approaches include community gardens, climate lessons in schools, and campaigns helping individuals and businesses adopt climate-friendly practices.
The UN Sustainable Development Goal 13 explicitly calls for improving education, awareness-raising, and human and institutional capacity on climate change mitigation, adaptation, impact reduction, and early warning. Countries like Italy, New Zealand, and several US states have begun integrating climate change into school curricula, recognizing education as a pathway to behavioural change.
Training for climate integration in development planning
For climate action to be effective, it must be integrated into development planning at all levels of government. This requires systematic training of officials who design and implement policies.
India’s national approach
India’s National Action Plan on Climate Change (NAPCC), launched in 2008, established eight national missions addressing various aspects of climate mitigation and adaptation. The Department of Science and Technology coordinates two key missions: the National Mission for Sustaining Himalayan Ecosystem (NMSHE) and the National Mission on Strategic Knowledge for Climate Change (NMSKCC).
Under these missions, State Climate Change Cells have been established in 13 states. These cells conduct vulnerability and risk analysis, build institutional capacity for planning and implementing adaptation actions, and run training programmes for stakeholders including legislators, government officials, researchers, community-based organizations, and media. States receive training on vulnerability assessment frameworks, with institutions like the Indian Institute of Science providing guidance on mainstreaming adaptation planning into development programmes.
Capacity building at multiple levels
The Mahatma Gandhi Institute for Combating Climate Change offers programmes specifically designed for government officers, covering topics from renewable energy technologies to climate change mitigation strategies. These training initiatives help officials understand how to integrate climate concerns into infrastructure planning, urban development, and public health responses.
International partnerships also support capacity building. Organizations like GIZ provide advisory services, training, and methodological support to strengthen capacities at local, regional, and state levels. They help develop National Adaptation Plans for integration into long-term political strategies and public budgets, promoting cross-sectoral cooperation between agricultural, health, infrastructure, and environmental sectors.
UNESCO’s role in global climate education
UNESCO has positioned itself as a leading advocate for climate change education through multiple initiatives. The organization promotes climate education as a foundational tool for fostering awareness, encouraging behavioural change, and building capacity for climate action.
The Greening Education Partnership
The Greening Education Partnership (GEP), coordinated by UNESCO, takes a whole-of-system approach to help countries tackle the climate crisis through education. This collaborative platform brings together governments, inter-governmental organizations, civil society, youth, academia, and the private sector. The partnership works around four key pillars of transformative education, including supporting member states in establishing professional teaching standards that incorporate climate change.
A sobering finding motivates this work: while 95% of surveyed teachers felt that teaching climate change is important, less than 30% expressed readiness to teach it. Additionally, around half of countries reviewed had no mention of climate change in their national curriculum. The GEP aims to address these gaps by helping countries integrate climate education into school systems and develop teacher training programmes.
Climate Change Education for Sustainable Development
UNESCO’s Climate Change Education for Sustainable Development programme, established in 2010, aims to help people understand climate change impacts and increase climate literacy, especially among young people. The programme expands climate education activities in non-formal education through media, networking, and partnerships. UNESCO works with national governments to integrate climate education into curricula and develop innovative teaching approaches.
Recent initiatives include the Climate Smart Education Systems Initiative, which supports countries like Malawi, Zimbabwe, Cambodia, and South Sudan in mainstreaming climate change adaptation into education sector plans and strategies. UNESCO has also developed resources addressing how climate change and displacement affect the right to education, recognizing that climate impacts can themselves disrupt educational access.
Bridging knowledge and action
The various strands of climate change education-international frameworks, grassroots implementation, awareness campaigns, government training, and global initiatives-share a common purpose: empowering people with knowledge, skills, values, and attitudes to address climate challenges effectively.
Education affects everyday choices. People become more aware of their consumption patterns and are empowered to make informed decisions. Communities can contribute to solution-oriented public dialogue while engaging local decision-makers. Training enables government officials to integrate climate considerations into policies that affect millions of lives. And grassroots programmes demonstrate that even the most water-stressed regions can build resilience through combined technical solutions and community capacity building.
The evidence suggests that climate education, when implemented effectively, can produce measurable reductions in emissions while building adaptive capacity. As climate impacts intensify, the need for educated citizens, trained officials, and empowered communities becomes ever more urgent.
