Climate change is reshaping how we manage land, water, forests, and biodiversity. Around the world, communities are discovering that protecting natural resources isn’t separate from building climate resilience-it’s the same effort. Integrated Natural Resource Management (INRM) has emerged as a powerful approach that connects conservation with climate adaptation, poverty reduction, and sustainable livelihoods. This approach recognizes that natural systems are interconnected, and managing them holistically offers the best defence against a changing climate.

What is integrated natural resource management?
Integrated Natural Resource Management is a comprehensive approach to managing soil, water, forests, and biodiversity as interconnected systems rather than isolated components. Climate change is putting water resources at risk globally through increased droughts, floods, and natural resource degradation. Water systems threatened by pollution, habitat loss, and climate change can become sources of local and regional conflicts, making integrated management essential.
The core principle of INRM is that effective natural resource management cannot happen in silos. When communities manage watersheds, they’re simultaneously addressing soil conservation, water availability, biodiversity protection, and agricultural productivity. This systems-based approach recognizes that watershed management has emerged as a critical strategy for achieving multiple Sustainable Development Goals, particularly those related to land degradation neutrality, climate action, clean water and sanitation, and zero hunger.
Key components of INRM
INRM typically includes several interrelated components that work together to build climate resilience:
Watershed management focuses on protecting and restoring the natural flow of water across landscapes. This includes maintaining vegetation cover to reduce erosion, building rainwater harvesting structures, and protecting riparian zones along rivers and streams.
Sustainable land management involves practices that maintain soil health, prevent degradation, and enhance productivity. Cover crops, agroforestry, and contour farming all contribute to healthier, more resilient land.
Biodiversity conservation ensures that ecosystems maintain the diversity of species needed to function properly and adapt to changing conditions.
Community participation recognizes that local people who depend on natural resources are essential partners in their sustainable management.
Community-led forest management: The Van Panchayat model
One of the most compelling examples of community-based natural resource management comes from Uttarakhand, India. Van Panchayats are locally elected committees that manage forests through traditional knowledge combined with institutional support. Originally recognized under the Van Panchayat Rules of 1931, these community forest councils have managed village forests for nearly a century.
Uttarakhand’s 12,089 forest panchayats manage over 7,351 square kilometres of forest-more than 19% of the state’s total forest area. Van Panchayats have been cited as one of the largest and most diverse experiments in common property resource management in India. These self-initiated forest management groups demonstrate how communities can effectively steward shared resources when given institutional recognition and decision-making authority.
How Van Panchayats work
Van Panchayat members are allowed to collect firewood and dry leaves for household needs. Villages collectively maintain forests by creating firebreaks, extinguishing fires, and removing waste. Each family contributes a small annual fee for forest upkeep and security. Anyone caught cutting green wood or engaging in prohibited activities faces community-imposed fines.
The success of this model is exemplified by initiatives like the Bhalugad Waterfall Committee, where three Van Panchayats collaborated to manage a natural attraction. After implementing community management in 2015, tourist numbers reached 1-1.2 million annually. Revenue is shared among the panchayats for local projects including tree planting, water conservation work, and job creation for local youth.
This model demonstrates a crucial lesson: when communities have genuine authority over their forests, they invest in protecting them. The women of these regions share particularly profound bonds with the forests-a legacy passed down through generations.
Public-private partnerships in forestry
While community management forms one pillar of sustainable forestry, public-private partnerships offer another approach for expanding forest cover and reducing pressure on natural forests. India’s National Forest Policy advocates for public-private partnerships to undertake afforestation in degraded forest areas, increase urban greenery, and implement participatory forest management.
The draft National Forest Policy 2018 specifically proposed that public-private participation models be developed for afforestation and reforestation activities in degraded forest areas and on lands available with state forest development corporations. According to this approach, lands with less than 40% canopy density could be managed for production of quality timber through scientific interventions.
How partnerships can work
NITI Aayog has developed a conceptual framework for public-private partnerships in forestry. Under this model, all agreements would be tripartite-involving the government, private sector, and local community. The government provides access to compensatory afforestation land, monitors contracts, and ensures revenue sharing with community institutions. Private partners mobilize finances, invest in technology, and manage afforestation activities. Community institutions contribute labour, local knowledge, and governance, with a pre-specified share of revenue from forest produce.
Forest-based industries funding community plantations can significantly reduce pressure on natural forests. When paper mills, timber companies, and other wood-using industries source raw materials from private plantations rather than natural forests, it creates a win-win situation: industries secure sustainable supply chains while natural forests face reduced harvesting pressure.
Corporates across sectors are increasingly transforming barren lands into urban forests through CSR initiatives. Companies like RPG Foundation are developing urban forests in Mumbai and biodiversity parks in Pune. Indian Oil Corporation has used innovative afforestation methods to develop small forests in public spaces. The government’s Nagar Van Yojana aims to create 600 urban forests and 400 garden spaces across India by 2027.
Sustainable land and water management for climate resilience
Integrated watershed management stands at the heart of climate-resilient natural resource management. The Integrated Natural Resource and Environmental Management approach is designed to strengthen climate resilience of communities by addressing unsustainable watershed management and introducing sustainable forest management options such as agroforestry, commercial forest plantation, and conservation farming.
Watershed management programs in western India have demonstrated measurable results. Research from the Bhadroli Khurd-Karada watershed shows that integrated interventions achieved a rise in the Integrated Climate Resilience Index from 44.76% to 64.39%. Community-based water resource infrastructure improved water harvesting efficiency and increased storage capacity by 40%. Farmers practicing conservation-based agriculture increased their income by 12%.
Building watershed resilience
Effective watershed management involves multiple interconnected strategies:
Soil and water conservation structures like check dams, contour bunds, and farm ponds increase infiltration and reduce runoff, helping groundwater recharge while preventing erosion.
Vegetation restoration through reforestation, agroforestry, and maintaining riparian buffers helps regulate water flow, minimize flooding, and protect water quality.
Climate-smart agriculture practices including drought-resistant crop varieties, efficient irrigation systems, and crop diversification help farmers adapt to changing rainfall patterns.
In Lao PDR, integrated watershed management programs are mainstreaming climate change adaptation into provincial water management plans, implementing community-driven approaches to address floods and droughts, and catalyzing community resilience through climate-smart agriculture and diversified livelihoods.
Poverty reduction through natural resource management
The connection between poverty and natural resource management runs deep. Seventy percent of the world’s poor draw upon natural resources for most of their livelihoods. Farmlands, forests, freshwaters, and oceans provide more than half the income of poor households worldwide. Yet these resources-the foundation of what some call the “GDP of the poor”-are rapidly being degraded globally.
Climate-related hazards directly affect the poor through adverse impacts on livelihoods, including reductions in agricultural yields, impacts on human health, destruction of homes, and loss of income. Lost agricultural income is one of the key factors driving disproportionate impacts among poor households globally. Across 92 developing countries, the poorest 40% of the population experienced losses 70% greater than people with average wealth.
Participatory approaches that work
Empowering poor communities with resource management skills represents a proven pathway to reducing climate vulnerability. The International Fund for Agricultural Development emphasizes participatory approaches that help local communities solve their challenges in managing natural resources sustainably. This is especially important for pastoralists, indigenous peoples, and forest dwellers.
Participatory approaches work by building on local knowledge and decision-making structures rather than imposing external solutions. When communities participate in mapping their resources, identifying priorities, and planning management activities, they develop ownership over the outcomes. This leads to more sustainable practices and better conservation results.
The Zimbabwe Resilience Building Fund demonstrates this approach in action. Training local communities in disaster risk reduction, climate-smart agriculture, and village savings enabled them to build resilience against climate shocks. When drought destroyed crops, families who had received training and diversified their livelihoods were able to cope-paying school fees through alternative income sources like poultry farming when their grain harvests failed.
Aligning conservation with livelihood improvement
The most effective NRM programs recognize that conservation cannot succeed if it conflicts with people’s immediate survival needs. When poor communities see direct benefits from sustainable resource management-through improved water availability, enhanced agricultural productivity, or new income sources-they become invested in conservation success.
This alignment happens through several mechanisms. Forest communities gain rights to harvest non-timber forest products sustainably. Watershed management improves water availability for drinking and irrigation. Restored ecosystems provide new livelihood options through ecotourism or sustainable harvesting. Payment for ecosystem services programs provide direct income to communities protecting forests and watersheds.
Traditional knowledge and institutional support
Successful INRM combines traditional ecological knowledge with formal institutional support. Indigenous and local communities have developed sophisticated understanding of their ecosystems over generations. This knowledge encompasses sustainable harvesting practices, seasonal patterns, indicator species, and management techniques refined through long experience.
The Van Panchayat model illustrates this integration effectively. Traditional practices for forest management-protecting certain species, regulating harvesting, and maintaining sacred groves-combine with formal recognition under state law. This dual foundation provides both the ecological wisdom of traditional management and the legal authority to enforce community decisions.
However, institutional support must genuinely empower communities rather than undermining their authority. When Joint Forest Management programs were introduced in Uttarakhand in the 1990s, they faced protests because they gave forest department officials administrative rights over Van Panchayat forests-contradicting decades of autonomous community management. The most effective institutional frameworks recognize existing community governance while providing technical support and legal backing.
Climate resilience through integrated approaches
The ultimate goal of integrated natural resource management is building systems that can withstand and recover from climate shocks. This resilience emerges from the interconnected nature of healthy ecosystems and strong communities.
Healthy forests regulate local climate, reducing temperature extremes and maintaining rainfall patterns. Protected watersheds buffer communities against both floods and droughts. Diverse agricultural systems spread risk across multiple crops and income sources. Strong community institutions coordinate responses to emergencies and support recovery.
Research confirms these connections. Programs achieving integrated natural resource management have demonstrated improved climate resilience indices, enhanced water storage capacity, increased vegetation cover, and higher household incomes. These outcomes reinforce each other-healthier ecosystems support better livelihoods, and prosperous communities invest more in conservation.
Challenges and opportunities ahead
Despite proven success, scaling integrated natural resource management faces significant challenges. Competing interests over land and water create conflicts between different user groups. Weak institutional frameworks fail to protect community rights. Climate change itself threatens to overwhelm adaptive capacity faster than communities can respond.
Yet the opportunities are equally significant. Growing recognition of climate vulnerability is driving increased investment in adaptation. International frameworks like the Sustainable Development Goals create accountability for integrated approaches. Technology provides new tools for monitoring, communication, and coordination.
The path forward requires genuine commitment to community participation, institutional reforms that recognize traditional management rights, investment in capacity building, and policies that align conservation with livelihood improvement. When these elements come together, integrated natural resource management offers one of our most powerful tools for building climate resilience.
