Climate change poses unprecedented challenges to communities worldwide, from intensifying droughts to devastating floods. While we often focus on technical solutions like sea walls or drought-resistant crops, the real foundation of climate resilience lies in something more fundamental: adaptive capacity. This refers to a community’s or system’s ability to adjust to changing conditions, take advantage of opportunities, and cope with consequences. Building this capacity requires coordinated action across policy, community networks, and individual agency, drawing on frameworks that identify key determinants of successful adaptation.

Why enabling policy frameworks matter

Effective climate adaptation doesn’t happen in isolation. It requires institutional frameworks, policies, and plans that establish adaptation goals, define responsibilities, and coordinate among stakeholders. Policy frameworks serve as the backbone for strengthening adaptive capacity by providing structure, direction, and resources for communities to prepare for climate impacts.

Supporting innovation and experimentation

Policies that encourage innovation enable communities to develop new solutions to emerging climate challenges. This includes dedicated research and development funding for climate adaptation technologies, regulatory flexibility that allows experimentation with novel approaches, and incentives such as grants or tax benefits that reward effective adaptation strategies. Without such enabling environments, communities may lack the resources or permission to try approaches suited to their specific circumstances.

Facilitating knowledge sharing

Successful adaptation depends on the flow of information between researchers, policymakers, and local communities. Enabling policies create channels for disseminating climate forecasts, best practices, and lessons learned from other contexts. According to the Intergovernmental Panel on Climate Change, clearly delineating roles and responsibilities for executing adaptation strategies across national, regional, and local levels supports effective communication and collaboration.

Protecting and developing the asset base

Policies must also address the fundamental resources communities need to adapt. This includes protecting natural assets like forests and wetlands that provide ecosystem services, investing in climate-resilient infrastructure, and ensuring access to financial tools like credit and insurance that can buffer climate shocks. A stable and prosperous economy enables better management of adaptation costs, which explains why developed and wealthier nations are generally more prepared to face climate impacts.

Community readiness and resources

While top-down policies are essential, climate resilience ultimately depends on what happens at the community level. Research consistently shows that social relationships, networks, and trust play crucial roles in mobilising collective action for disaster management and climate adaptation.

The power of social networks

Social capital, the connections and relationships between people, provides communities with resources for navigating change. Strong local networks help households cope during crises by enhancing access to psychological and material support. When disasters strike, neighbours who know and trust each other can share information, pool resources, and provide mutual aid more effectively than isolated individuals.

Different types of social connections serve different purposes. Bonding social capital refers to close relationships within a community that build cohesion and provide immediate support during crises. Bridging social capital involves connections across different social groups that bring in new information and ideas. Linking social capital describes vertical relationships with institutions and authorities that can unlock external resources and influence.

Leadership and collective agency

Communities with strong leadership are better positioned to recognise problems, set priorities, and take action. Effective leaders help communities imagine alternative futures, mobilise resources, and navigate the complex decisions adaptation requires. Research from the Population Reference Bureau demonstrates that the most effective responses to climate challenges often emerge from communities themselves, based on local knowledge and effective social networks.

Traditional knowledge systems also contribute significantly to community readiness. In Ethiopia, for instance, pastoralist communities rely on environmental indicators like animal behaviour and wind patterns to forecast weather conditions, complementing scientific climate projections with generations of accumulated wisdom.

ACCRA’s adaptive capacity framework

The Africa Climate Change Resilience Alliance (ACCRA) developed a comprehensive framework for understanding and building adaptive capacity. Established in 2009 with partners including the Overseas Development Institute, CARE, Oxfam, Save the Children, and World Vision, ACCRA conducted extensive research in Ethiopia, Uganda, and Mozambique to identify what helps vulnerable communities adapt to change.

The five determinants of adaptive capacity

The ACCRA framework identifies five interrelated characteristics that communities need to strengthen:

Asset base: The availability of diverse livelihood assets that allow households to respond to evolving circumstances. This includes natural assets like healthy ecosystems, physical assets like climate-resilient infrastructure, financial assets like savings and insurance, human assets like skills and knowledge, and social assets like networks and relationships. Communities with diverse livelihoods drawing on multiple asset types are better able to maintain wellbeing during climate stress.

Institutions and entitlements: The rules, norms, and policies that shape access to resources and decision-making power. Strong adaptive capacity requires clear resource rights, inclusive institutions that represent diverse community interests, and social safety nets that protect the most vulnerable. ACCRA’s research revealed how unclear land tenure in some regions undermined farmers’ willingness to invest in soil conservation, illustrating how institutional factors directly affect adaptive actions.

Knowledge and information: The ability to generate, receive, assess, and disseminate knowledge supporting appropriate adaptation options. This includes access to climate forecasts, understanding of local environmental changes, and awareness of available adaptation strategies. Communities need relevant, timely, and understandable information to make effective decisions.

Innovation: The system’s ability to foster experimentation and explore new solutions to take advantage of emerging opportunities. Adaptive communities don’t simply replicate what worked before; they continuously develop new approaches suited to changing conditions.

Flexible forward-looking decision-making and governance: The capacity to anticipate, incorporate, and respond to changes through adaptive management and decentralised decision-making. This includes building monitoring and adjustment mechanisms into plans and enabling responses tailored to local conditions. ACCRA found that development plans in Uganda often lacked mechanisms for revision based on new climate information, limiting their effectiveness as adaptation tools.

Practical applications of the framework

Understanding the determinants of adaptive capacity is only useful if communities can translate this knowledge into action. Here are concrete ways communities can leverage these principles to build climate resilience.

Diversifying livelihoods and assets

Communities dependent on climate-sensitive activities like agriculture or fishing can build resilience by spreading risk across different income sources. Practical approaches include mixed farming systems that integrate crops, livestock, and trees; developing skills and businesses in sectors less vulnerable to climate impacts; and processing primary products to increase their value and reduce vulnerability to harvest losses.

In Kenya’s arid regions, pastoralist communities traditionally dependent solely on livestock have enhanced their resilience by adding drought-resistant agriculture, beekeeping, and ecotourism to their livelihood portfolios. This diversity provides multiple options when any single activity fails due to climate variability.

Strengthening social networks

Building adaptive capacity requires intentional investment in relationships. Communities can strengthen bonding capital through regular gatherings and mutual aid agreements, develop bridging capital by connecting with different groups who can offer new perspectives and resources, and cultivate linking capital by engaging constructively with government agencies and other formal institutions.

Studies show that social networks developed over time provide critical collective resources for minimising disruptions from climate-related shocks. These networks need to be cultivated before crises occur so they can be activated when needed.

Enhancing access to information

Communities can improve their adaptive capacity by establishing channels for receiving and sharing climate information. This might include community radio programmes that broadcast seasonal forecasts, farmer-to-farmer networks that share observations about changing conditions, or partnerships with research institutions that can provide technical guidance.

Local knowledge deserves particular attention. Traditional communities often possess sophisticated understanding of their environments accumulated over generations. Combining this indigenous knowledge with scientific climate data creates more robust foundations for decision-making.

Engaging with governance structures

Adaptive capacity depends partly on how well communities can influence the policies and programmes that affect them. Communities can build this capacity by participating in local planning processes, advocating for policies that support adaptation, and holding institutions accountable for delivering on climate commitments.

Research from the U.S. Environmental Protection Agency emphasises the importance of developing effective community engagement strategies to build trust and communicate climate risks. Government agencies that see themselves as partners rather than authorities can act as builders of social capital, investing in community relationships that strengthen resilience.

Creating space for innovation

Finally, communities need environments where experimentation is encouraged and failures are treated as learning opportunities. This means celebrating successful innovations, creating forums where community members can share and test new ideas, and connecting with external organisations that can provide technical and financial support for promising approaches.

Strengthening adaptive capacity is not a one-time effort but an ongoing process of building capabilities to navigate an uncertain climate future. The process requires attention to both tangible assets and less visible factors like trust, social norms, and collective agency. By focusing on enabling policies, community resources, and the key determinants identified in frameworks like ACCRA’s, communities can enhance their ability to not just survive but thrive amid climate change.
