The Green Revolution: transforming India’s food production
Agricultural scientist M.S. Swaminathan rescued millions of people in South Asia from famine in the 1960s and became revered in India as the father of the green revolution. This transformation stands as one of the most significant agricultural achievements of the 20th century, fundamentally changing India’s relationship with food security.
The crisis that sparked change
In the 1960s, India was teetering on the brink of famine because of crop failure. The country had to import grain from the United States and demographers were predicting widespread starvation by the end of the decade. The nation’s traditional agricultural practices yielded insufficient food production for its rapidly growing population. By this period, India’s low productivity had led to food grain shortages more severe than those of other developing countries.
The scientific breakthrough
In 1962, Swaminathan learned that his friend Norman Borlaug, an American plant scientist, had developed a high-yielding, short-stalked wheat crop at the International Maize and Wheat Improvement Center in Mexico. He invited Borlaug to bring the Mexican varieties to India in March 1963. This collaboration would prove transformative.
Indian scientists found that these varieties yielded more than four tonnes per hectare, rather than one tonne in control plots. The results were remarkable-farmers who adopted the new wheat varieties saw their yields and profits increase dramatically. In 1968, India’s wheat yields rose to 17 million tonnes, up from 12 million tonnes four years earlier. Famine was averted and India never looked back.
Environmental concerns and the evergreen revolution
While the Green Revolution achieved food self-sufficiency, it introduced new challenges. Although the green revolution was a game changer, it introduced new challenges. The excessive use of fertilizers, pesticides, and large-scale irrigation had a negative impact by contributing to global warming, pollution, deforestation, groundwater depletion, and biodiversity loss.
Acknowledging these issues, Swaminathan subsequently called for a sustainable ‘evergreen revolution’ to address the potential environmental harms of intensive farming. This concept advocated for organic farming, soil conservation, water management, and eco-friendly biotechnology to ensure long-term food security without depleting natural resources.
The White Revolution: India’s dairy success story
The White Revolution, or Operation Flood, launched on 13 January 1970, was the world’s largest dairy development programme and a landmark project of India’s NDDB. It transformed India from a milk-deficient nation into the world’s largest milk producer, surpassing the United States in 1998.
Dr. Verghese Kurien: the milkman of India
The movement was led by visionary Dr. Verghese Kurien, father of India’s White Revolution. Born in Kozhikode, Kerala, Kurien completed his degree in mechanical engineering and later pursued training in dairying. Dr. Kurien returned to India and joined as Dairy Engineer at Government Research Creamery at Anand in 1949.
The foundation of the White Revolution began with the success of Amul dairy cooperative in Gujarat’s Anand district. Until 1946, a private butter maker, Polson, enjoyed government support and monopoly over sourcing of milk from farmers in Gujarat’s Kaira. The farmers went on strike that year, on the advice of Sardar Vallabhbhai Patel, and eventually took control of their supply. A cooperative was formed, headquartered in Anand, which introduced its own brand, Amul, by 1950.
Operation Flood: three phases of transformation
Phase I (1970-1980) was financed by the sale of skimmed milk powder and butter oil donated by the European Economic Community through the World Food Program. During this phase, Operation Flood connected 18 of India’s premier milk sheds with consumers in major metropolitan cities including Delhi, Mumbai, Kolkata, and Chennai.
Operation Flood Phase II (1981-1985) increased the number of milk sheds from 18 to 136; urban markets also expanded the outlets for milk to 290. By the end of 1985, a self-sustaining system of 43,000 village cooperatives with 4,250,000 milk producers was covered.
Phase III (1985-1996) enabled dairy cooperatives to expand and strengthen the infrastructure required to procure and market increasing volumes of milk. This phase consolidated India’s dairy cooperative movement, adding 30,000 new dairy cooperatives to the existing 43,000.
Impact and legacy
Within 30 years, Operation Flood doubled the milk available per person in India and made dairy farming India’s largest self-sustainable rural employment generator. The programme empowered rural communities, particularly women, who traditionally managed livestock. Some estimates hold that 75 million Indian women are engaged in dairy work.
According to India’s Ministry of Fisheries, Animal Husbandry and Dairying, India is first in milk production globally with 230.58 million tonnes per annum, representing 25% of world production.
The Yellow Revolution: boosting oilseed production
Yellow Revolution was launched in India in 1986-1987. It was launched to increase the production of edible oilseeds in the country to meet domestic demand. Before this initiative, India relied heavily on imports to fulfil its edible oil requirements, creating economic vulnerability.
Technology Mission on Oilseeds
In 1986, India came up with the “Oil Technological Mission” to ensure the success of this revolution. Under this revolution, several hybrid seeds of mustard and sesame were implanted for a significant increase in edible oil production. Sam Pitroda, known for his contributions to India’s telecommunications sector, is credited as the father of the Yellow Revolution.
The revolution targeted nine oilseeds: groundnut, mustard, soybean, safflower, sesame, sunflower, niger, linseed, and castor. The initiative focused on introducing high-yielding varieties of oilseed crops, providing better access to irrigation, pesticides, and fertilizers, offering financial incentives including minimum support prices, and creating oilseed-specific cooperatives.
Initial achievements
By 1995, India’s oilseed production had nearly doubled from about 12 million tonnes in 1986 to around 24 million tonnes. Cultivated land expanded to over 26 million hectares. Thousands of oilseed societies involving lakhs of farmers were formed.
The production was 108.3 lakh tonnes in 1985-86. In 2020-21, this figure touched 365.65 tonnes. The revolution opened new opportunities, contributing to socioeconomic growth, particularly in states like Punjab where sunflower cultivation flourished.
Ongoing challenges
Despite initial success, maintaining long-term sustainability has proven difficult. While production increased in the 1990s, the momentum wasn’t sustained. By the 2000s, India was again importing a significant share of its edible oil, nearly 60% by 2019.
Key challenges include oilseed crops being susceptible to pests and diseases, many oilseeds being grown in rain-fed or semi-arid areas limiting productivity, inadequate investment in research and development, and climate change worsening growing conditions. There seems to be consensus that there needs to be a Yellow Revolution 2.0. Experts suggest that innovations in dryland farming and availability of high-yield seeds could boost oilseed production for a second wave of success.
The Rainbow Revolution: a holistic approach to farming
The Rainbow Revolution is a collective term that represents India’s multi-dimensional approach to achieving self-sufficiency and boosting productivity in agriculture and allied sectors. Unlike the earlier revolutions that focused on single commodities, this comprehensive strategy integrates multiple agricultural practices.
Components of the Rainbow Revolution
Encompassing various sectoral revolutions like the Green Revolution (crops), White Revolution (dairy), Yellow Revolution (oilseeds), Blue Revolution (fisheries), and more, the Rainbow Revolution aims to ensure holistic agricultural growth and food security.
The concept of the Rainbow Revolution is an integrated development of crop cultivation, horticulture, forestry, fishery, poultry, animal husbandry, and food processing industry. Each colour in this agricultural spectrum represents a specific sector: green for food grains, white for dairy, blue for fisheries, yellow for oilseeds, pink for meat and poultry, and so on.
Policy framework and objectives
The agricultural policy of 2000 envisaged the holistic development of Indian agriculture and aimed to achieve it through the Rainbow Revolution. The Economic Survey 2015-16 noted that Indian agriculture had become a victim of its own past success, especially the Green Revolution, and suggested an integral development program to ensure agricultural sustainability.
According to agricultural policy frameworks, the Rainbow Revolution aligns with several key objectives: achieving self-sufficiency by reducing India’s dependency on imports of key commodities, diversifying agriculture beyond traditional crop cultivation to include dairy, fishery, poultry, and horticulture, enabling higher returns for farmers by increasing productivity and value-added production, and promoting sustainable practices that maintain soil health and conserve water.

The Rainbow Revolution in India refers to the diversification of agricultural production beyond traditional crops like rice and wheat to include horticulture, floriculture, and other high-value crops. This diversification aims to enhance farmers’ incomes, improve nutritional security, and boost export potential.
The shift from monoculture-based agricultural development to a diversified, integrated growth strategy addresses the nutritional imbalances created by earlier revolutions that focused primarily on cereals.
Looking ahead: sustainable agriculture for India’s future
These four revolutions collectively transformed India’s agricultural landscape. The Green Revolution made the nation self-sufficient in food grains; the White Revolution created the world’s largest milk-producing nation; the Yellow Revolution addressed edible oil needs; and the Rainbow Revolution promotes comprehensive agricultural development.
However, challenges remain. Climate change, resource depletion, market volatility, and the need for sustainable practices require continued innovation and policy support.
