Climate change does not affect everyone equally. While its impacts are felt globally, women-particularly in developing regions-experience distinct vulnerabilities due to existing social inequalities, limited access to resources, and gendered roles within households and communities. At the same time, women possess unique knowledge, skills, and agency that make them powerful contributors to climate solutions. Understanding and integrating gender dimensions into adaptation and mitigation strategies is not just about fairness; it is essential for developing effective, sustainable climate responses.

Why climate vulnerability is differentiated by gender

Climate change has a greater impact on populations most reliant on natural resources for their livelihoods and those with the least capacity to respond to natural hazards like droughts, floods, and hurricanes. Women commonly face higher risks and greater burdens from climate impacts in situations of poverty-and the majority of the world’s poor are women. This heightened vulnerability stems from intersecting social processes that create inequalities in income, access to education, and exposure to climate hazards.

Several factors contribute to women’s differentiated vulnerability:

Limited access to resources: Although women contribute significantly to agricultural production globally, they often lack equal access to land, credit, technology, and agricultural services. Despite representing a third of women’s employment worldwide in the agricultural sector, women constitute only 12.6 percent of landowners. This lack of control over resources means women receive only 10 percent of total aid directed to agriculture, forestry, and fishing.

Exclusion from decision-making: Women’s unequal participation in decision-making processes and labour markets prevents them from fully contributing to climate-related planning and policy implementation. When women are not at the table where climate strategies are designed, the resulting policies often fail to address their specific needs and circumstances.

Unpaid care responsibilities: Women globally carry out more than 75 percent of unpaid care work. When climate-induced disasters strike, this burden increases as women take on additional responsibilities helping households and communities recover. These responsibilities also limit women’s ability to participate in decision-making and pursue economic opportunities that could build their resilience.

Women as key agents of adaptation

Adaptation strategies fundamentally aim to reduce vulnerabilities to climate-induced changes while protecting and enhancing livelihoods. However, viewing women solely as victims of climate change misses a critical opportunity. Women in developing countries often have primary responsibility for providing for their families, making them more reliant on natural resources and thus more careful stewards of them.

Household and community stewardship

Women’s responsibilities in households and communities position them well to develop effective adaptation strategies. Their intimate knowledge of local environments, water sources, food systems, and natural resources provides invaluable insights for climate adaptation planning. This knowledge has been developed through generations of managing household needs under variable conditions.

At the household level, women are more inclined to alter daily habits for environmental protection and family well-being. They hold significant influence in decisions affecting energy usage, waste generation, cooking practices, and resource management. This influence extends to grocery shopping, clothing repair, waste separation, and more-all areas where sustainable practices can be implemented.

Agricultural adaptation

Women farmers possess crucial knowledge about seed varieties, water management, and sustainable agricultural practices. When given equal access to resources, their contributions to food security and climate adaptation increase dramatically. If all women smallholders received equal access to resources, their farm yields could rise by 20 to 30 percent, 100 to 150 million people would no longer go hungry, and carbon dioxide emissions could be reduced by 2.1 gigatons by 2050 through improved farm practices.

This potential makes clear that gender-responsive agricultural adaptation is not just a matter of equity-it is a matter of climate effectiveness.

Women’s role in climate mitigation activities

Beyond adaptation, women are engaged in numerous activities with significant mitigation potential. Their involvement in sectors like brick-making, charcoal production, waste management, and agro-processing presents opportunities for energy efficiency improvements that can lead to substantial CO2 reductions.

Energy-intensive sectors

Women in developing economies are often the primary workers in informal sectors that have considerable carbon footprints. Brick-making, for instance, is a major source of emissions in many countries. When women in these sectors gain access to more efficient technologies and practices, the emissions reductions can be substantial while simultaneously improving working conditions and economic returns.

Similarly, in charcoal production-a critical livelihood activity in many African and Asian countries-women’s involvement in adopting more efficient kilns and sustainable sourcing practices can reduce deforestation and emissions while maintaining essential income streams for families.

Waste management and agro-processing

Women often manage household and community waste, positioning them to implement recycling, composting, and other waste reduction strategies that lower methane emissions from landfills. In agro-processing, where women frequently dominate the workforce, energy efficiency improvements in drying, processing, and storage can achieve meaningful emissions reductions.

Clean development mechanisms and women’s participation

The Clean Development Mechanism (CDM) allows emission-reduction projects in developing countries to earn certified emission reduction credits, which can be traded and sold. These projects are designed to stimulate sustainable development while giving industrialized countries flexibility in meeting their emission reduction targets.

Afforestation and reforestation opportunities

Carbon sequestration through afforestation and reforestation represents a significant opportunity for rural women’s participation in climate mitigation. Afforestation and reforestation activities are eligible under the CDM, which links mitigation and adaptation while supporting sustainable development goals.

Poor rural women can implement CDM projects through tree planting initiatives that sequester carbon while providing additional benefits like improved soil health, biodiversity protection, and alternative income sources from sustainable forestry products. These projects can generate economic returns for participating communities while contributing to national and global climate goals.

Forestry activities have the potential to sequester and store large quantities of carbon, and the advantages of forestry-based carbon sequestration include high cost-effectiveness and the creation of employment opportunities. For rural women, these projects can provide income diversification while building climate resilience in their communities.

Barriers and solutions

Despite the potential, women’s participation in CDM projects has been limited by factors including lack of land tenure, limited access to technical knowledge and financing, and exclusion from decision-making processes. Addressing these barriers requires targeted interventions that ensure women can access information about carbon market opportunities, receive training in relevant skills, and secure the land rights necessary to participate in forestry projects.

Energy efficiency at the household level

Women in both urban and rural areas can implement energy efficiency programs that reduce emissions while improving quality of life. These interventions range from simple behavioural changes to the adoption of cleaner technologies.

Urban energy efficiency

In urban settings, women can lead household-level energy efficiency efforts in lighting, appliance use, and overall energy management. Simple changes like switching to LED bulbs, using energy-efficient appliances, and optimizing heating and cooling practices can significantly reduce household carbon footprints.

These changes also deliver economic benefits through reduced energy bills, creating incentives for adoption even where climate awareness is limited. Women’s role in household budgeting and daily management positions them well to drive these changes.

Rural renewable energy adoption

For rural women, the transition to cleaner energy sources offers transformative benefits. Conventional cooking and lighting facilities in rural households of developing countries are inefficient and cause significant harm to health, particularly to women and children who spend the most time in cooking areas.

Biogas systems present a particularly promising option. Research from Pakistan showed that 43 percent of women were getting significant benefits from biogas by saving 50 percent of their time previously used for wood collection. The study also found household energy expenditure savings of 53.3 percent through biogas use.

In India, initiatives bringing clean energy to rural communities have demonstrated the transformative potential of women-led energy transitions. Women using biogas for cooking have dramatically reduced time spent collecting firewood-from 60 hours monthly to just 15 hours in some cases-while eliminating indoor smoke exposure. The combination of biogas and solar installations can reduce household carbon emissions significantly while delivering immediate health and economic benefits.

Solar energy applications

The use of biogas and solar stoves contributes to household energy savings while helping reduce greenhouse gas emissions. Solar technologies are particularly appropriate for rural areas with limited grid connectivity. Solar lanterns, water pumps, and home systems can meet basic energy needs while avoiding the emissions associated with kerosene lamps and diesel generators.

These technologies also reduce women’s drudgery in collecting traditional fuels and protect forests from unsustainable harvesting-benefits that extend beyond climate mitigation to broader development objectives.

Integrating gender into climate policies

For climate solutions to be effective, they must consider gender equality and women’s empowerment throughout. This requires conducting gender analyses to understand how climate impacts affect women and men differently, identifying where inequalities exist, and designing targeted measures to address them.

Progress in national climate commitments

Countries are increasingly recognizing the importance of gender-responsive climate action. Cambodia’s Nationally Determined Contribution included gender as a key criterion for prioritizing mitigation and adaptation actions, resulting in targets for women’s participation ranging from 15 to 70 percent across different priority actions.

Chile established a Gender and Climate Change Roundtable that developed a checklist for incorporating gender issues in climate change instruments, while also working on methodologies for assessing public budgets through a gender lens. Uganda and Lebanon have undertaken gender analyses to better understand differential climate impacts and identify gaps in implementation of mitigation and adaptation actions.

Key elements of gender-responsive climate action

Effective integration of gender dimensions into climate strategies requires several elements. First, gender-disaggregated data collection enables understanding of how climate impacts and interventions affect women and men differently. Second, women’s meaningful participation in climate decision-making ensures their knowledge and needs inform policy design. Third, dedicated financing mechanisms help women access resources for climate action, whether for adopting clean technologies, participating in carbon markets, or building adaptive capacity.

Finally, accountability mechanisms track progress on gender equality outcomes within climate programs, ensuring commitments translate into real change.

The path forward

Integrating gender dimensions into climate change adaptation and mitigation is not simply an add-on to climate policy-it is fundamental to achieving effective outcomes. Women’s knowledge, agency, and positioning within households and communities make them essential partners in climate action. At the same time, addressing their specific vulnerabilities and removing barriers to their participation is necessary for building truly resilient societies.

The evidence is clear: climate policies that systematically address gender-specific impacts and leverage women’s contributions deliver better results. From household energy efficiency to community forestry projects, from agricultural adaptation to participation in carbon markets, women can and should be at the centre of climate solutions.
