When we talk about climate action, national governments often take center stage. But the real work-the policies that touch daily life, the infrastructure changes that reshape communities-often happens at the local and regional level. Understanding why some subnational governments embrace climate action while others lag behind is crucial for accelerating the global response to climate change. This is where the MPC-IC framework comes in, offering a structured lens to analyze what drives local government climate behavior.

The MPC-IC framework explained

Developed by Qi and colleagues in 2008, the MPC-IC model identifies five interconnected variables that shape how subnational governments respond to climate change: Motivation, Power, Capacity, Incentives, and Constraints. Rather than viewing local governments as passive implementers of national policies, this framework recognizes them as dynamic actors with their own interests, capabilities, and limitations.

The model emerged from the recognition that subnational entities-whether states, provinces, municipalities, or towns-have become increasingly important in addressing climate change. Several scholars have highlighted the critical role that subnational climate action plays in achieving both national and global climate mitigation goals. The MPC-IC framework provides researchers and policymakers with a tool to understand why some local governments successfully implement climate policies while others struggle, despite facing similar external conditions.

Motivation as a driving force

At the heart of the MPC-IC framework lies motivation-the driving forces that prompt local governments to take climate action. For many local governments, revenue generation serves as a primary motivator, particularly when it can simultaneously address social equity, stability, and environmental well-being. This interplay creates what researchers term “harmonious development.”

Local governments constantly face pressure to generate revenue while addressing environmental concerns. When climate action can serve both purposes, it gains significantly more traction. Research on subnational climate policy implementation demonstrates that localities seeing the clearest connection between climate action and economic benefits show stronger motivation to implement ambitious policies. This explains why economically-framed climate initiatives often secure more political support than purely environmental ones.

Kuzumaki: from economic collapse to clean energy leader

The small town of Kuzumaki in Japan’s northern Iwate Prefecture provides a compelling example of motivation driving climate action. In the late 1990s, Kuzumaki faced economic collapse due to declining agricultural revenues and population loss. Mayor Tetsuo Nakamura recognized that potential clean energy, forestry, and dairy farming could save the town from financial ruin.

Rather than framing his approach purely as environmental protection, Nakamura positioned renewable energy development as the key to economic survival. The town invested in wind farms, solar installations, and biomass facilities using cattle manure mixed with restaurant scraps to generate methane gas for electricity. Nakamura, a veterinarian and farmer by background, became convinced that environment and food would be critical issues for the 21st century.

The results speak for themselves. Kuzumaki reduced its carbon output from 39,000 tons of CO2 to just 6,000 tons over a decade. The town now produces more than 160% of its electricity needs from renewable sources, has revitalized its economy, and attracts over 400,000 eco-tourists annually-up from 60,000 before the transformation. The mayor’s motivation to address economic collapse led directly to environmental leadership.

Power and policy implementation

While motivation determines the desire to act, power determines the ability to translate that desire into concrete policies. In the MPC-IC framework, power refers to both the formal authority and informal influence that enable local governments to design and implement climate initiatives.

The distribution of power between national, regional, and local governments significantly impacts climate policy implementation. In decentralized systems, subnational governments may have considerable authority over land use, transportation, building codes, and energy decisions-all critical areas for climate action. In more centralized systems, local governments must work within narrower parameters set by higher authorities.

Asheville’s renewable energy commitment

The City of Asheville, North Carolina has set a goal to power all municipal operations with renewable energy by 2030 and supports Buncombe County’s community-wide goal for the entire county to reach 100% renewable energy by 2042. This ambitious commitment, formalized through Resolution 18-279 in 2018, demonstrates how local governments can leverage different forms of power to advance climate goals.

Implementing this commitment has required Asheville to exercise various types of power. The city has used its regulatory authority to update building codes and zoning requirements promoting energy efficiency. It has exercised financial power by redirecting municipal investments toward renewable infrastructure, including solar installations on public facilities like the Transit Station, Wesley Grant Sr. Southside Community Center, and Broadway Public Safety Station. The city has also deployed collaborative power through partnerships with Buncombe County and the Blue Horizons Project for initiatives like the Solarize Asheville-Buncombe campaign.

Asheville’s experience illustrates how local governments can advance climate objectives even within the constraints of state and federal frameworks, using the formal and informal authority available to them.

Capacity for resource utilization

The third component of the MPC-IC framework focuses on capacity-the financial and human resources that local governments can mobilize for climate action, along with their ability to make context-specific decisions. Even highly motivated local governments with sufficient power may struggle if they lack the technical expertise, financial resources, or administrative infrastructure to implement climate policies effectively.

Capacity encompasses several dimensions: financial resources for upfront investments, human capital with relevant expertise, institutional infrastructure for planning and coordination, and access to relevant data and technology. Building capacity often requires deliberate investment and may develop over time as local governments gain experience with climate initiatives.

Toronto’s climate action progress

Toronto provides a case study of how capacity building contributes to emissions reductions. The city has achieved a 35% reduction in community-wide emissions since 1990, despite significant population growth and while its gross domestic product continued to rise. In 2019, the city declared a climate emergency and set an ambitious target of achieving net zero emissions by 2040.

Toronto’s TransformTO climate action strategy reflects substantial capacity development. The city has invested in comprehensive greenhouse gas inventories, established the Toronto Atmospheric Fund to finance carbon reduction initiatives, and developed detailed sector-specific targets for buildings, transportation, and waste. The city adopted its Climate Change, Clean Air and Sustainable Energy Action Plan in 2007, which established long-term emissions reduction targets and created institutional frameworks for implementation.

The city’s progress demonstrates how financial and administrative capacity, combined with innovative financing mechanisms and strategic partnerships, enables meaningful climate action at the municipal level.

Incentives for climate action

The fourth variable in the MPC-IC framework addresses incentives-the mechanisms through which higher levels of government or other actors encourage local climate action. These can include financial rewards, recognition programs, technical assistance, and policy frameworks that make climate action more attractive or feasible for subnational governments.

Incentive structures can significantly influence local government behavior by reducing costs, providing recognition, or creating competitive advantages for climate leaders. Effective incentive systems often combine multiple approaches, including direct financial support, capacity-building assistance, and platforms for knowledge sharing among peer governments.

Kerala’s recognition of local renewable energy achievements

Kerala’s Agency for New and Renewable Energy Research and Technology (ANERT) administers the Kerala State Renewable Energy Awards, which recognize outstanding achievements in renewable energy adoption across different categories. These awards create incentives for local bodies, institutions, and individuals to pursue renewable energy projects by providing public recognition and highlighting best practices.

The awards program is part of Kerala’s broader push toward renewable energy. The state aims to become a 100% renewable energy state by 2040 and achieve net-zero carbon emissions by 2050 as part of its State Action Plan on Climate Change. Programs like the Kerala State Renewable Energy Awards encourage local panchayats and institutions to develop solar power systems and other renewable energy installations, contributing to these statewide goals.

Recognition programs like these serve multiple functions: they reward early adopters, generate publicity that encourages emulation, and create a repository of successful approaches that other local governments can learn from.

Constraints and challenges

The final component of the MPC-IC framework addresses constraints-the political, legal, administrative, and social frameworks that can limit local government climate action. Even when motivation, power, capacity, and incentives align favorably, constraints can prevent or slow implementation.

Constraints operate at multiple levels. Legal constraints may limit local authority over certain policy domains. Political constraints may include opposition from affected industries or skeptical constituents. Administrative constraints encompass limited staff, competing priorities, and bureaucratic complexity. Social constraints involve community attitudes, cultural factors, and resistance to change.

Skilled manpower shortages in India

A shortage of skilled manpower has emerged as a significant constraint on climate action implementation in India. Despite the country’s ambitious renewable energy targets, the skills gap has caused delays in renewable energy projects and increased costs, threatening India’s ability to meet its climate commitments.

India’s National Mission for Sustainable Himalayan Ecosystem faces major challenges including manpower shortages, financial constraints, technical issues, and lack of coordination among research institutions and ministries. Similarly, states have been slow to establish nodal agencies, climate networks, and capacity-building initiatives required under national climate missions.

The Skill Council for Green Jobs was established in 2015 to address skilled manpower requirements for climate-resilient technologies. While the council has trained over 500,000 candidates and developed 44 nationally-approved qualifications, India is projected to face a shortage of 1.2 million skilled workers by 2030 in its renewable energy sector alone. This capacity constraint affects implementation at all levels of government, from national programs to local panchayat initiatives.

Applying the framework

The MPC-IC framework’s value lies in its comprehensive approach to understanding subnational climate action. By examining all five variables together, researchers and practitioners can identify both the drivers of successful climate action and the barriers that need to be addressed.

The case studies from Kuzumaki, Asheville, Toronto, Kerala, and India illustrate how these theoretical concepts play out in practice. Successful climate action at the subnational level typically requires alignment across multiple dimensions of the framework. When local governments can harness strong motivation, exercise sufficient power, build robust capacity, respond to meaningful incentives, and overcome key constraints, they can make substantial contributions to addressing the climate crisis.

Subnational climate policies have demonstrated impact on emissions reductions and climate resilience. By adopting innovative approaches to renewable energy deployment, carbon pricing mechanisms, and climate adaptation strategies, subnational governments serve as laboratories of experimentation, showcasing the feasibility and effectiveness of various climate solutions.

As climate change continues to intensify, understanding and enhancing subnational action becomes increasingly important. The MPC-IC framework provides a valuable tool for analyzing this critical component of the global climate response, helping identify where interventions can be most effective in accelerating local climate action.
