Climate change presents one of the most complex policy challenges for developing nations, requiring a balance between economic growth and environmental responsibility. India, home to over 1.4 billion people and one of the world’s fastest-growing major economies, has taken a distinctive approach to this challenge. Rather than viewing climate action as separate from development, India has integrated both through a comprehensive framework-the National Action Plan on Climate Change (NAPCC), launched on June 30, 2008.

Understanding India’s climate policy architecture

The NAPCC was designed under the guidance of the Prime Minister’s Council on Climate Change to outline both existing and future policies addressing climate mitigation and adaptation. What makes India’s approach unique is its mission-based structure-eight distinct National Missions that target different sectors while maintaining interconnected goals. This structure allows for focused implementation while ensuring that climate objectives align with India’s developmental priorities.

The fundamental philosophy underlying the NAPCC is that India must pursue economic growth to improve living standards while simultaneously addressing climate vulnerabilities. The framework emphasizes sustainable development strategies that are sensitive to climate change, deploying appropriate technologies for both adaptation and mitigation at an accelerated pace.

National Solar Mission: Transforming India’s energy landscape

The Jawaharlal Nehru National Solar Mission (JNNSM) was inaugurated in January 2010 with the objective of establishing India as a global leader in solar energy. The mission was implemented through a three-phase approach to allow for periodic evaluation and target revision based on technological developments and cost trends.

Evolution of solar targets

The initial target of 20,000 MW by 2022 was revised to an ambitious 100 GW, reflecting both declining solar costs and growing confidence in renewable energy deployment. This revised target was divided between 60 GW from utility-scale grid-connected projects and 40 GW from rooftop solar installations. India reached the 100 GW milestone on January 31, 2025, demonstrating the mission’s success in scaling solar capacity.

The National Institute of Solar Energy has assessed India’s total solar potential at approximately 748 GW, assuming coverage of just 3% of wasteland area with solar photovoltaic modules. This indicates substantial room for continued expansion as India pursues its 2030 renewable energy targets.

Key strategies and mechanisms

The mission employed several strategies to drive solar adoption. These included creating favourable policy conditions for cost reduction through large-scale deployment, promoting domestic manufacturing capabilities through research and development, and establishing the Solar Energy Corporation of India (SECI) to coordinate project development. The government also provided capital subsidies and generation-based incentives to improve project viability.

National Mission for Enhanced Energy Efficiency

The National Mission for Enhanced Energy Efficiency (NMEEE) was developed from the Energy Conservation Act of 2001, building on existing frameworks while introducing innovative market-based mechanisms. The mission document, approved in 2010, established that India’s energy efficiency potential was valued at approximately Rs. 74,000 crores.

Upon complete execution, the NMEEE aims to achieve avoided capacity addition of 19,598 MW, fuel savings of around 23 million tonnes per year, and greenhouse gas emission reductions of 98.55 million tonnes annually. A World Bank study estimated India’s energy efficiency market to be at Rs. 1.6 lakh crores, highlighting the significant economic opportunity alongside environmental benefits.

Perform, Achieve and Trade mechanism

A key innovation under NMEEE is the Perform, Achieve and Trade (PAT) scheme. This component assigns specific energy reduction targets to energy-intensive industries and allots energy saving certificates (ESCerts) to facilities that exceed their targets. These certificates can be traded, creating a market-based incentive for industries to improve efficiency beyond minimum requirements.

National Mission on Sustainable Habitat

The National Mission on Sustainable Habitat promotes energy efficiency as a core component of urban planning. This mission recognizes that India’s rapid urbanization-with projections indicating that over 40% of the population will live in urban areas by 2030-creates both challenges and opportunities for climate action.

Key focus areas include extending the existing Energy Conservation Building Code (ECBC) to more commercial buildings, strengthening enforcement of automotive fuel economy standards, and emphasizing urban waste management including power production from waste. The mission also promotes public transportation through pricing measures and incentives that encourage the purchase of efficient vehicles.

National Water Mission: Addressing water security

The National Water Mission was approved by the Union Cabinet on April 6, 2011, with its primary objective being conservation of water, minimizing wastage, and ensuring more equitable distribution through integrated water resources development and management.

Five identified goals

The mission established five specific goals: creating a comprehensive water database in the public domain with climate change impact assessments; promoting citizen and state action for water conservation; focusing attention on vulnerable and over-exploited areas; increasing water use efficiency by 20%; and promoting basin-level integrated water resources management.

Recognizing that climate change will significantly impact water availability, the mission identifies vulnerable areas including drought-prone regions, flood-prone areas, coastal regions with saline intrusion risks, areas with deficient rainfall, and regions with over-exploited groundwater resources.

National Mission for Sustaining the Himalayan Ecosystem

The Department of Science and Technology coordinates this mission, which focuses on building scientific capacity to assess the vulnerability of the Himalayan region to climate change. The Himalayas are critical to India’s water security, as they are the source of numerous major rivers including the Ganges, Indus, and Brahmaputra systems.

The mission aims to prevent glacier melting and protect biodiversity in the Himalayan region. Given projections that glacial retreat will accelerate due to global warming, this mission addresses one of India’s most significant climate vulnerabilities-the potential disruption of water supplies for hundreds of millions of people.

National Mission for a Green India

The Green India Mission was launched in 2014 under the NAPCC and takes a comprehensive approach to forest-based climate action. Unlike simple afforestation programmes, GIM places greening in the context of climate adaptation and mitigation, recognizing that forests provide critical ecosystem services including carbon sequestration, hydrological services, and biodiversity protection.

Mission objectives and targets

The mission aims to increase forest and tree cover on 5 million hectares while improving forest quality on another 5 million hectares. It also targets improved livelihoods for approximately 3 million forest-dependent households. The broader goal aligns with India’s national policy target of achieving 33% forest cover.

In June 2025, a revised roadmap was released targeting restoration of 24.7 million hectares by 2030 and creation of an additional carbon sink of 2.5-3 billion tonnes of CO2. Between 2005 and 2021, India created an additional carbon sink of 2.29 billion tonnes of CO2 equivalent, demonstrating progress toward these targets.

National Mission for Sustainable Agriculture

The National Mission for Sustainable Agriculture (NMSA) addresses one of India’s most climate-vulnerable sectors. Indian agriculture remains predominantly rainfed, covering about 60% of the country’s net sown area and accounting for 40% of total food production. This dependence on monsoon patterns makes agriculture particularly susceptible to climate variability.

Key components and strategies

NMSA aims to evolve and implement strategies to make Indian agriculture more resilient to changing climate. The mission operates through several components including Rainfed Area Development (RAD), On Farm Water Management (OFWM), Soil Health Management (SHM), and the Per Drop More Crop initiative under Pradhan Mantri Krishi Sinchayee Yojana.

The Indian Council of Agricultural Research (ICAR) has released 2,900 crop varieties over the past decade, with 2,661 varieties tolerant to one or more biotic or abiotic stresses. District Agriculture Contingency Plans have been prepared for 651 districts covering weather aberrations like drought, floods, unseasonal rains, and extreme events.

National Mission on Strategic Knowledge for Climate Change

This mission, also coordinated by the Department of Science and Technology, focuses on building human and institutional capacities in climate change science. It aims to develop strategic knowledge in key areas of climate science, adaptation, and mitigation.

The plan envisions a Climate Science Research Fund, improved climate modelling capabilities, and increased international collaboration. It also encourages private sector initiatives to develop adaptation and mitigation technologies through venture capital funds, recognizing that technological innovation will be crucial for long-term climate action.

Implementation challenges and the path forward

While the NAPCC has provided a robust framework for climate action, implementation has faced challenges. Tracking progress across different missions has been difficult due to constantly changing budget heads and schemes. The cross-cutting nature of several missions requires unprecedented coordination between ministries that traditionally operate in silos.

Funding remains a significant concern. Estimates from the Ministry of Environment indicate that India would require $2.5 trillion in investments to fulfill its comprehensive climate goals, with most of this amount needing to be raised from capital markets. However, India has also leveraged international support through mechanisms like the Green Climate Fund and bilateral partnerships.

Despite these challenges, the NAPCC has established India as a developing country actively addressing climate change while maintaining focus on poverty reduction and economic development. The mission-based approach has allowed for targeted interventions while maintaining the flexibility to adapt to changing circumstances and emerging technologies.
