India’s journey in international climate diplomacy represents one of the most fascinating transformations in global environmental politics. From being a cautious defender of developing nations’ rights at the 1992 Rio Earth Summit to emerging as a proactive leader co-founding initiatives like the International Solar Alliance, India has skillfully navigated the complex terrain of climate negotiations while protecting its development priorities.

The foundation: India at the 1992 Earth Summit

When world leaders gathered in Rio de Janeiro for the United Nations Framework Convention on Climate Change (UNFCCC) in 1992, India emerged as a powerful voice for the developing world. The country successfully advocated for acknowledging that industrialized nations bore the primary responsibility for climate change due to their historical emissions patterns.

India’s negotiators pushed for key principles that would shape climate governance for decades. The final text of the UNFCCC explicitly acknowledged that the largest share of historical and current global emissions originated in developed countries. It also recognized that per capita emissions in developing countries remained relatively low and that these nations would need room to grow to meet their social and development needs.

This victory wasn’t just diplomatic-it was foundational. By establishing these principles early, India ensured that future climate agreements would need to grapple with questions of historical responsibility and development rights.

Common but differentiated responsibilities: India’s cornerstone principle

Perhaps India’s most significant contribution to international climate law is the principle of Common But Differentiated Responsibilities and Respective Capabilities (CBDR-RC). This principle, now enshrined in Article 3.1 of the UNFCCC, establishes that while all countries share a common obligation to address climate change, their responsibilities differ based on historical contributions and current capabilities.

The CBDR principle recognizes that developed countries, having industrialized earlier and contributed more to cumulative emissions, should take the lead in combating climate change. According to research published by the National Institutes of Health, from 1850 to 2021, the United States emitted over 20% of global cumulative CO2 emissions compared with India’s 3.4%. Today, annual per capita emissions in the US remain approximately ten times greater than in India.

India has consistently highlighted this disparity in negotiations. At COP27, India emphasized that all countries should have equitable access to the global carbon budget-a finite resource-and called on developed countries to undertake rapid emission reductions during the current decade to achieve net-zero much earlier than their announced dates.

From Copenhagen to Paris: navigating a changing landscape

The 2009 Copenhagen summit (COP15) marked a critical juncture in India’s climate diplomacy. Facing mounting pressure from developed nations, India coordinated closely with Brazil, China, and South Africa through the newly formed BASIC alliance. This coalition resisted Northern attempts to replace the Kyoto Protocol with a new agreement that would blur the distinction between developed and developing country obligations.

The period following Copenhagen tested India’s negotiating strategy. At COP16 in Cancun and COP17 in Durban, the climate regime was slowly rejuvenated with significant breakthroughs including agreement on the 2ยฐC temperature target, establishment of the Green Climate Fund, and the $100 billion annual funding target.

However, the Durban Platform text notably omitted references to equity and CBDR-RC principles, revealing growing fragmentation within the developing country bloc. India found itself increasingly isolated in defending the traditional differentiation framework.

The Paris Agreement breakthrough

The 2015 Paris Agreement represented both a compromise and a vindication of India’s long-standing positions. Recently declassified US diplomatic records reveal that India played a decisive role in shaping the agreement’s final structure. By resisting binding obligations and holding firm with other developing countries, India helped lock in a flexible framework based on nationally determined contributions rather than imposed targets.

This structure allowed India to submit a climate pledge focused on emissions intensity reduction rather than absolute cuts-preserving development space while participating in a universal climate regime. Prime Minister Narendra Modi commended the agreement’s approach to climate justice, signaling India’s satisfaction with the outcome.

India’s evolving domestic commitments

India’s international advocacy has been complemented by increasingly ambitious domestic action. The National Action Plan on Climate Change (NAPCC), launched on June 30, 2008, outlined eight national missions addressing everything from solar energy deployment to sustainable agriculture and Himalayan ecosystem protection.

The NAPCC’s eight missions include the National Solar Mission, National Mission for Enhanced Energy Efficiency, National Water Mission, National Mission for Sustaining the Himalayan Ecosystem, National Mission for a Green India, National Mission for Sustainable Agriculture, National Mission on Sustainable Habitat, and National Mission on Strategic Knowledge for Climate Change. These missions represent a comprehensive approach to both mitigation and adaptation.

Nationally Determined Contributions

India’s first NDC in 2015 committed to reducing emissions intensity by 33-35% from 2005 levels by 2030 and achieving 40% of installed power capacity from non-fossil fuel sources. The updated NDC submitted in 2022 strengthened these targets to a 45% emissions intensity reduction and 50% non-fossil fuel installed capacity by 2030.

By its own estimates, India had already reduced its emissions intensity by 24% between 2005 and 2016, demonstrating that the country is pursuing economic growth through a lower-carbon pathway than historical development patterns.

Clean Development Mechanism: leveraging carbon markets

India established its National Clean Development Mechanism Authority in December 2003 to facilitate CDM project development. The CDM, defined in Article 12 of the Kyoto Protocol, allows developed countries to invest in emission-reduction projects in developing nations and receive certified emission reduction credits.

India became the second-largest host of registered CDM projects globally. By April 2015, the National CDM Authority had accorded host country approval to 2,941 projects, facilitating possible investment of approximately Rs. 579,306 crores across sectors including energy efficiency, renewable energy, industrial processes, and forestry.

The renewable energy sector alone contributed about 50% of the country’s estimated CER potential. Major Indian companies including Tata Steel, NTPC, and ONGC participated actively in CDM projects, with ONGC registering 15 CDM projects with the UNFCCC yielding approximately 2.1 million certified emission reductions annually.

From protector to proactive leader: global initiatives

India’s most dramatic shift has been from defensive advocacy to proactive global leadership. The International Solar Alliance (ISA), launched by Prime Minister Modi and French President Franรงois Hollande at COP21 in Paris on November 30, 2015, marked the first time India spearheaded a treaty-based international organization focused on climate action.

The ISA aims to mobilize more than $1 trillion in investments by 2030 for massive deployment of affordable solar energy. Headquartered in Gurugram, India, the alliance now includes over 100 signatory countries, with more than 90 having ratified membership. The initiative particularly focuses on supporting Least Developed Countries and Small Island Developing States.

Coalition for Disaster Resilient Infrastructure

In 2019, India launched the Coalition for Disaster Resilient Infrastructure (CDRI) at the UN Climate Action Summit in New York. This initiative promotes resilience of infrastructure systems against climate-induced disasters, bringing together countries most affected by climate impacts with those best equipped to address them.

According to analysis by the Council on Energy, Environment and Water (CEEW), among the top ten countries leading cooperative climate initiatives, India stands out as the notable exception from the Global North, having co-led at least eight major international initiatives. Together, these initiatives have mobilized an average of 47 countries per initiative, matching the mobilization potential of COP Presidencies.

Balancing development and climate action

India’s climate diplomacy reflects a fundamental tension that many developing nations face: the need to address poverty and achieve development goals while participating meaningfully in global climate action. India’s negotiators have consistently rejected legally binding quantitative emission reduction targets, arguing that development priorities cannot be sacrificed.

This position is grounded in stark realities. India’s per capita CO2 emissions in 2004 stood at 1.02 metric tonnes, well below the world average of 4.25 metric tonnes and far below developed nations like the US at 20.01 metric tonnes. Even as India’s economy has grown, its per capita emissions remain a fraction of developed country levels.

At COP26 in Glasgow, Prime Minister Modi stated that India alone would require $1 trillion in climate finance-highlighting the gap between climate ambition and available resources for developing countries. This emphasis on climate finance and technology transfer from developed nations remains central to India’s negotiating position.

Looking ahead: India’s climate future

India’s evolution from a defensive actor protecting developing country interests to a proactive leader launching global climate initiatives represents a significant shift in international climate politics. The country has demonstrated that it’s possible to advocate for development rights while taking meaningful climate action.

With India having pitched to host COP33 in 2028, the success of initiatives like ISA and CDRI could further cement its leadership role. The challenge ahead lies in translating these diplomatic achievements into real-world impact-closing the gap between commitments and implementation that characterizes much of global climate action.

As Ravi Shankar Prasad, India’s former Chief Negotiator for Climate Change, noted on the tenth anniversary of the Paris Agreement, the strength of Paris has never been in its text but in its structure-and history will not ask who signed it, but who delivered it.
