Climate change is reshaping how billions of people around the world earn a living, grow food, and maintain their health. From rising seas that swallow farmland to unpredictable rainfall patterns that devastate harvests, the consequences reach deep into communities that often had the least role in creating the problem. Livelihood security-the ability to access food, maintain health, and earn income-is now directly threatened by warming temperatures and extreme weather events. Understanding these interconnected risks is essential for addressing one of the most pressing challenges of our time.

Food security under pressure
Access to nutritious, affordable food is becoming increasingly difficult for populations worldwide as climate change disrupts agricultural systems. According to the CDC, climate change threatens food production, quality, prices, and distribution systems on a global scale, with livestock and fish production expected to decline while prices rise due to reduced output and expensive agricultural inputs.
The mechanisms through which climate affects food are numerous and compounding. Changing rainfall patterns, more severe weather events, and increasing pest pressures combine to reduce crop yields across many regions. The USDA’s assessment on global food security confirms that climate change will likely diminish progress on food security through production disruptions that lead to local availability limitations, price increases, and interrupted transport networks.
Rising costs and reduced nutrition
Price volatility hits the poorest hardest. When extreme weather damages crops in major producing regions, commodity prices spike on global markets. Those with the least financial resources-who already spend the largest share of their income on food-face impossible choices between eating adequately and meeting other basic needs. The European Parliament’s 2025 climate assessment notes that cereal prices could increase by up to 29% globally by 2050 due to climate impacts, particularly affecting low-income consumers.
Beyond quantity, food quality is also declining. Rising atmospheric carbon dioxide levels reduce the protein and nutrient content of staple crops. This means that even when food remains available, it may provide less nutritional value-a troubling development for communities already facing malnutrition challenges.
Regional disparities in food production
Climate impacts on agriculture are not distributed evenly. Tropical and subtropical regions face some of the greatest challenges, while some higher-latitude areas may temporarily benefit from longer growing seasons. Research published in Scientific Reports found that maize, a critical food crop in Sub-Saharan Africa, is projected to experience severe yield decreases under higher emission scenarios. Meanwhile, countries dependent on food imports face both production challenges at home and rising costs for goods purchased abroad.
The human rights dimension
Climate change is not just an environmental issue-it is fundamentally a human rights crisis. The connection between environmental degradation and human wellbeing has gained increasing recognition in international law and policy. UN High Commissioner for Human Rights Volker Tรผrk has warned that climate change is already eroding fundamental rights, especially for the most vulnerable populations.
The UNDP explains that climate justice means putting equity and human rights at the core of climate decision-making. The concept recognizes that countries, industries, and individuals who have historically emitted the most greenhouse gases bear greater responsibility for addressing the crisis-and for supporting those who contributed least yet suffer most.
Disproportionate impacts on vulnerable populations
The injustice of climate change lies in its unequal distribution of harm. Low-income countries, marginalized communities, women, children, the elderly, and people with disabilities face heightened exposure and vulnerability to climate-related harms. Research in the Health and Human Rights journal confirms that the magnitude and severity of climate consequences fall most acutely on low-income populations and groups already susceptible to human rights abuses.
Between 2010 and 2020, human mortality from floods, droughts, and storms was 15 times higher in highly vulnerable regions compared to areas with very low vulnerability. This stark disparity reflects not just geographic exposure but underlying inequalities in infrastructure, resources, and adaptive capacity.
Intergenerational inequity
Young people today face a particularly unjust burden. Having contributed minimally to the accumulated emissions driving climate change, they will nonetheless experience its full impacts throughout their lives. The decisions made by previous generations-and the continued inaction of current leaders-directly threaten the rights and futures of children worldwide. This intergenerational dimension of climate justice has driven youth movements demanding accountability and urgent action.
How climate change affects livelihoods: multiple pathways
Climate change disrupts human livelihoods through several interconnected pathways. Physical changes in the environment trigger cascading effects that ultimately undermine economic security, health, and social stability.
Sea level rise: flooding, erosion, and salinization
Rising seas pose existential threats to coastal communities worldwide. The UN Security Council has heard warnings that nearly 900 million people-10% of the global population-live in low-lying coastal zones facing sea level rise up to four times the global average in some regions. The consequences extend far beyond occasional flooding.
Saltwater intrusion contaminates freshwater aquifers, making water supplies unusable for drinking or irrigation. According to NOAA, when saltwater mixes with fresh groundwater, it becomes unusable for drinking and agriculture, leading to potential health risks and economic impacts. Above ground, flooding and saltwater inundation cause loss of cropland and forestland through soil salinization.
Coastal erosion destroys property, infrastructure, and cultural heritage sites. In many small island nations and low-lying deltas, communities face the prospect of losing their entire homeland to the advancing sea. The World Bank’s 2021 Groundswell report projects that by 2050, climate impacts including sea level rise could push approximately 216 million people to move within their countries.
Temperature increases: health and fisheries impacts
Rising temperatures affect human health directly through heat stress and indirectly by expanding the range of disease-carrying insects. Workers in agriculture, construction, and other outdoor sectors face declining productivity and increased health risks as temperatures climb. Extended heat waves strain healthcare systems and claim lives, particularly among the elderly and those with pre-existing conditions.
Ocean warming disrupts marine ecosystems, forcing fish populations to migrate toward cooler waters. Communities that have depended on fishing for generations find their traditional grounds depleted, forcing difficult decisions about whether to travel further for catch or seek alternative livelihoods entirely.
Extreme weather events: infrastructure and displacement
More intense hurricanes, floods, droughts, and wildfires destroy homes, roads, power systems, and communication networks. Recovery is costly and slow, and repeated disasters can trap communities in cycles of rebuilding only to face destruction again. The World Economic Forum reports that economic costs to cities from rising seas and inland flooding could reach $1 trillion annually by mid-century.
When livelihoods become untenable-when farms no longer produce, fishing grounds are depleted, or homes are repeatedly flooded-people move. Climate-driven displacement strains receiving communities, separates families, and often forces migrants into vulnerable situations without legal protections or economic opportunities.
Changing precipitation: agricultural decline and water stress
Shifts in when and how much rain falls disrupt carefully adapted agricultural practices. Droughts parch crops while floods wash away topsoil. The timing of monsoons and seasonal rains, long relied upon by farmers worldwide, becomes unpredictable. The World Migration Report identifies drought as the main cause of shortage in world grain production and an important driver of human mobility across Sub-Saharan Africa, South Asia, and South America.
Water scarcity affects far more than agriculture. Reduced water availability limits drinking supplies, sanitation, industrial activity, and hydropower generation. Competition over shrinking water resources can fuel social tensions and, in some cases, conflict.
Sector-specific impacts across communities
The physical changes described above translate into concrete consequences for different economic sectors and the communities that depend on them.
Coastal infrastructure and agriculture
Ports, roads, power plants, and treatment facilities located near coasts face damage from flooding, storm surge, and erosion. As sea levels rise, the costs of protecting this infrastructure mount, and some assets may need to be abandoned entirely. Coastal agricultural lands are particularly vulnerable to salinization, which renders soil unsuitable for crops that sustained generations of farmers.
The National Collaborating Centre for Environmental Health notes that communities dependent on coastal agricultural lands affected by salinization will see reduced crop yields and food production, affecting food security and livelihoods. Indigenous and other communities who depend on traditional fisheries or food collection near coastlines may suffer from food insecurity and loss of cultural practices.
Fisheries and marine resources
Warming and acidifying oceans stress fish populations, coral reefs, and the broader marine food web. Fishers who have passed down knowledge of local waters through generations find that fish have moved or disappeared. Aquaculture operations face new disease pressures and water quality challenges. For coastal communities where fishing provides both food and income, these changes threaten the entire economic and social fabric.
Agriculture and pastoralism
Farmers and herders face a convergence of threats: unpredictable weather, new pests and diseases, water scarcity, and degraded soils. Traditional knowledge about when to plant, what to grow, and where to graze becomes less reliable as conditions shift. Smallholders with limited resources to invest in adaptation measures are especially vulnerable, and many face the prospect of abandoning land their families have worked for generations.
Health systems and human wellbeing
Healthcare systems face mounting pressures from climate-related illnesses while their own infrastructure may be threatened by extreme weather. Heat-related illness, vector-borne diseases expanding into new territories, waterborne disease outbreaks following floods, and mental health impacts from disasters and displacement all add to the burden. Rural and under-resourced communities often lack the healthcare capacity to respond adequately.
The path forward: addressing interconnected challenges
The threats to livelihood security from climate change are interconnected and reinforce one another. Food insecurity weakens health. Displacement disrupts income and access to services. Infrastructure damage impedes recovery and adaptation. Addressing these challenges requires recognizing their connections and responding with integrated approaches.
Vulnerable communities need resources for adaptation: improved infrastructure, diversified livelihoods, early warning systems, and social protection programs that provide safety nets during crises. At the global level, climate justice demands that those most responsible for emissions support those least responsible but most affected.
Most fundamentally, limiting future warming through rapid emissions reductions remains essential. Every fraction of a degree of additional warming intensifies the threats to food, health, and human rights. The choices made in the coming years will determine whether hundreds of millions of additional people face climate-driven poverty, displacement, and insecurity.
