When it comes to tackling climate change, the world is far from united. The divide between wealthy industrialized nations (often called the Global North) and developing economies (the Global South) has shaped every major climate negotiation since the 1992 Rio Earth Summit. Understanding this divide is essential because it directly impacts how-and whether-global climate agreements can succeed.

The economic security divide
At its core, the North-South divide reflects fundamental differences in economic security and development priorities. Countries in the Global North generally enjoy stable governments, robust social safety nets, and industrial capacity that produces well beyond domestic needs. These nations have the luxury of focusing on long-term environmental goals because their populations have access to basic necessities like food security, healthcare, and education.
The Global South presents a stark contrast. Many countries in Africa, Asia, and Latin America continue to struggle with poverty, inadequate healthcare systems, and political instability. When citizens lack access to clean water, electricity, or basic education, environmental protection understandably takes a backseat to immediate survival concerns. This isn’t a matter of indifference to climate change-it’s a question of competing priorities in contexts of scarcity.
This disparity creates tension in climate negotiations. Developing countries argue that they cannot be expected to sacrifice economic growth for environmental goals when their populations still lack basic services. Meanwhile, developed nations push for ambitious emission reduction targets across the board, sometimes without fully acknowledging the different starting points.
The historical Brandt Line
The concept of North-South division gained prominence through the 1980 Brandt Report, which introduced a visual representation of global economic inequality. The so-called “Brandt Line” identified a rough boundary at approximately 30ยฐN latitude, separating wealthier nations from poorer ones based on GDP per capita.
This line runs between North and Central America, across the top of Africa and the Middle East, and through most of Asia. However, it dips southward to include Australia and New Zealand in the wealthy “North” despite their Southern Hemisphere location. The report suggested that significant resource transfers from developed to developing countries were necessary to address the growing gap.
Interestingly, the division also corresponds roughly to ecological zones. The Global South predominantly occupies tropical and subtropical regions, while the North largely encompasses temperate and Arctic climates. This geographic pattern means that many developing countries face the most severe climate impacts-from droughts to flooding to extreme heat-despite contributing least to the problem historically.
Over four decades later, evidence suggests that while some Southern economies have grown significantly, the fundamental divide persists. Income hierarchies remain largely intact, and states in the Global South continue to express dissatisfaction with the international order in forums like the United Nations.
The scientific research imbalance
One often overlooked aspect of the North-South divide is the massive disparity in scientific research capacity. This imbalance has profound implications for climate policy because it affects which issues get studied, which solutions get developed, and whose voices shape the scientific consensus.
According to the World Health Organization, Africa has only 20 health researchers per million people, compared to 246 per million in Europe. More broadly, research from the Global Innovation Index shows that the number of researchers per million population in 2017 was approximately 4,351 in the Global North but only 713 in the Global South.
This gap extends to research funding as well. Southern countries invest an average of just 0.38% of GDP in research and development, compared to 1.44% in Northern countries. The consequences are predictable: the Global North produces the vast majority of scientific publications indexed in major databases, while researchers in developing countries often lack access to training, mentorship, and funding opportunities.
Why does this matter for climate?
The research imbalance means that climate science itself can reflect Northern priorities and perspectives. Studies conducted primarily by researchers in wealthy countries may focus on issues most relevant to those regions while overlooking environmental challenges specific to the Global South. This isn’t necessarily intentional-it simply reflects where resources and institutional capacity exist.
Research practices like “parachute” or “helicopter” research-where scientists from high-income countries work in developing regions without adequate involvement of local researchers-can perpetuate this imbalance. Local scientists often possess crucial linguistic knowledge, understanding of cultural dynamics, and appreciation for contextual factors that foreign researchers may miss.
Research agenda setting and its consequences
The dominance of Northern institutions in global science means that research agendas are often set without meaningful input from the Global South. Environmental issues of critical regional importance to developing countries may receive insufficient attention simply because they don’t align with the priorities of well-funded research institutions in wealthy nations.
Consider that many environmental challenges in the Global South-such as desertification in the Sahel, water scarcity in South Asia, or the impacts of rising sea levels on small island states-require locally-informed research to develop effective solutions. When research agendas are determined primarily by institutions with different concerns, these issues may be studied less thoroughly or through frameworks that don’t fully account for local contexts.
Climate negotiations reflect this imbalance in their focus on mitigation (reducing emissions) versus adaptation (preparing for climate impacts). Wealthy nations have emphasized mitigation because it addresses the global problem and offers financial returns on green investments. However, developing countries-which face more immediate climate threats-prioritize adaptation measures that help their communities withstand climate impacts they did little to cause.
This tension became evident in climate finance allocations: the vast majority of green financing has gone toward mitigation efforts, with adaptation receiving comparatively little support despite being the most urgent need for vulnerable nations.
International scientific collaboration
Bridging the research divide requires intentional collaboration between Northern and Southern scientific communities. Several international programs have emerged to facilitate this exchange, recognizing that climate change is a global problem requiring global expertise.
The United Nations Development Programme (UNDP) supports partnerships with developing countries to strengthen their climate research and policy capacity. Through initiatives like the Climate Promise, UNDP works with over 120 countries to help them develop and implement their national climate commitments.
The Intergovernmental Panel on Climate Change (IPCC)-the UN body responsible for assessing climate science-represents perhaps the most important venue for integrating Global South perspectives into the scientific consensus. With 195 member countries, the IPCC draws on expertise from around the world to produce comprehensive assessments that inform climate negotiations.
Building capacity in the Global South
Recent initiatives have focused on strengthening scientific capacity in developing countries. The Global Support Programme, for instance, helps developing nations meet transparency requirements under the Paris Agreement by providing technical assistance and creating regional networks for peer learning and South-South cooperation.
Training programs in African countries have equipped national experts to lead greenhouse gas inventories and climate assessments using IPCC guidelines and tools. This capacity building is essential because developing countries need homegrown expertise to participate meaningfully in international climate processes.
There are encouraging signs of progress. Between 2012 and 2022, scientific publication growth rates in India averaged 9.7% annually, compared to just 1.9% in the UK. China’s growth rate was 9.3%, while the US saw only 0.5% growth. This suggests that the capacity to contribute new knowledge is gradually becoming more evenly distributed globally.
The politics of climate negotiations
Understanding the North-South divide is crucial for making sense of climate negotiations. The principle of “common but differentiated responsibilities”-established at the 1992 Earth Summit-acknowledges that while all countries share responsibility for addressing climate change, developed nations bear greater historical responsibility and have greater capacity to act.
This principle remains contentious. Developing countries argue that wealthy nations-which grew rich through industrialization that caused most historical emissions-should lead emission reductions and provide financial support for climate action in poorer countries. The United States alone is responsible for 25% of historical CO2 emissions, with the European Union accounting for another 22%. Meanwhile, India has contributed just 3% historically, and African countries combined only 3% relative to their population size.
Developed countries committed in 2009 to provide $100 billion annually to support climate action in developing nations by 2020. However, this goal remained unmet for years, breeding frustration and distrust. Meanwhile, estimates suggest that developing countries will actually need trillions of dollars annually to achieve meaningful climate transitions.
Loss and damage: a breakthrough and ongoing challenge
At COP27 in 2022, negotiations achieved a significant breakthrough when countries agreed to establish a fund for “loss and damage”-compensation for climate impacts that cannot be mitigated or adapted to. This represented a major victory for developing countries, particularly small island states facing existential threats from rising seas.
However, establishing the fund was only the first step. Determining who pays, how much, and who receives support remains politically contentious. Developed countries have pushed to broaden the donor base to include large emerging economies like China, while developing nations insist that historical polluters should bear primary responsibility.
Moving toward climate justice
Addressing the North-South divide requires more than just financial transfers-it demands fundamental changes in how climate governance operates. This includes:
Reforming research institutions to ensure Global South perspectives and priorities are adequately represented in the scientific consensus that shapes policy.
Investing in local capacity so that developing countries can conduct their own research, develop context-appropriate solutions, and participate as equal partners in international negotiations.
Rebalancing climate finance to provide more support for adaptation measures that protect vulnerable communities, not just mitigation projects that offer financial returns.
Honoring commitments by delivering on promised financial support and technology transfer to developing nations.
The global energy transition will only succeed if it addresses these structural inequities. As future emissions growth will be concentrated in the Global South-where populations are still industrializing-wealthy nations have a practical as well as moral interest in ensuring these countries can access clean technology and financing.
Climate change doesn’t respect borders. Emissions from any country affect the entire planet, and climate impacts in one region can trigger migration, conflict, and economic disruption that reverberates globally. Building a truly global response requires bridging the divide between those who caused the problem and those who suffer its worst consequences.
