Warmer conditions extend the seasons when disease-carrying insects thrive, while altered rainfall creates new breeding grounds for vectors like mosquitoes.
Vector-borne diseases account for over 700,000 deaths annually and represent roughly 17% of all infectious diseases globally. Climate change is shifting the geographic range of vectors, allowing them to establish populations in regions that were previously too cold for survival. The Anopheles mosquito, which transmits malaria, has been expanding its range by approximately 6.5 meters of elevation annually and moving poleward by about 4.7 kilometers each year.
Emerging disease threats
Major vector-borne diseases influenced by environmental factors include malaria, dengue, chikungunya, Zika virus, leishmaniasis, and Lyme disease. As global temperatures continue rising, ecological modeling studies predict that vector species will invade higher latitudes and altitudes, increasing transmission risks in previously unaffected temperate regions.

Vulnerability assessments combine information about climate hazards, population sensitivity, and adaptive capacity to identify communities and places most susceptible to adverse health impacts. This approach allows health departments to implement more targeted public health actions.

Second, identify known risk factors including socioeconomic conditions, environmental exposures, and pre-existing health conditions. Third, gather data at the smallest possible geographic level. Community participation in risk identification
Local knowledge plays an irreplaceable role in understanding climate health risks. Communities often possess detailed awareness of which neighborhoods flood regularly, where elderly residents live alone, or which populations lack reliable transportation during emergencies. Effective vulnerability assessments benefit from engaging diverse stakeholders at the community level who can provide contextual information that datasets alone cannot capture.

Building sustainable and resilient health systems
Health systems serve as the foundation for individual and community resilience against climate threats. They provide the first line of defense in preventing adverse health outcomes through accessible, affordable, and reliable healthcare services. Yet climate change threatens the sustainability of health system performance through intensified extreme weather events, facility damage, supply chain disruptions, and increased demand from climate-sensitive conditions.
The World Health Organization defines a climate-resilient health system as one capable of anticipating, responding to, coping with, recovering from, and adapting to climate-related shocks and stresses while continuing to improve population health. Achieving this requires strengthening multiple components that contribute to overall health system functioning.
Ten components of climate-resilient health systems
WHO’s operational framework identifies key areas requiring attention. These include transformative leadership and governance that prioritizes climate action, a health workforce trained to recognize and respond to climate-sensitive conditions, and systematic assessments of climate health risks. Equally important are integrated monitoring and early warning systems, ongoing research on climate-health connections, and infrastructure designed to withstand extreme weather while minimizing environmental impact.
Healthcare facilities themselves require special attention. They must remain operational during climate emergencies while also serving as critical resources for affected populations. Recent WHO guidance emphasizes that facilities need to be climate resilient to continue functioning during hazardous conditions and environmentally sustainable through optimized resource use and reduced emissions.
Financing adaptation measures
Implementing climate health adaptation requires adequate resources. Approximately half of countries surveyed have developed national health and climate change strategies, but only about 9% have sufficient financing to implement them. Domestic and external funding was already insufficient to meet health spending needs before recent global crises further constrained available resources.
Sustainable financing strategies require coordinating across government levels and engaging private capital alongside public resources. Climate risk management must be integrated from national strategy down through subnational coordination to local implementation. Development partners can support countries in establishing flexible processes that enable rapid response when climate emergencies threaten health system performance.
Leveraging data for informed decision-making
Effective climate health adaptation depends on quality information. Integrating climate services with health surveillance allows anticipation of shifts in disease patterns before they overwhelm response capacity. Access to combined climate and health data enables health system actors to alert communities about impending hazards like extreme heat or flooding and redistribute resources for emergency response.
Many national meteorological services already provide climate information to health sectors, with most reporting high levels of engagement with corresponding health services. However, the degree of data integration remains limited. Greater investment in routine health information systems and support for using quality data in decision-making would substantially improve adaptive capacity at all levels.
Strengthening primary healthcare response
Primary healthcare functions as the cornerstone of any health crisis response, serving as the first point of comprehensive care for affected populations. Yet climate stresses threaten key functions including facility readiness, workforce availability, and supply chain reliability. Tailored response plans addressing local challenges require input from communities, including vulnerable populations often overlooked in planning processes.
Community engagement provides an entry point for building social capital and resilience at both individual and collective levels. When community members participate in developing response plans, those plans better reflect actual needs and are more likely to succeed during implementation.
Raising awareness about climate and disease connections
Public understanding of how climate change affects health remains incomplete. Many people recognize extreme weather as dangerous but may not connect changing conditions to shifts in disease patterns or realize how everyday decisions influence both climate and health outcomes. Building this awareness requires clear communication about the mechanisms linking environmental change to health impacts.
Healthcare providers increasingly address climate health effects in their practices, from advising patients about heat safety to recognizing changing patterns in vector-borne disease exposure. Expanding this role requires training health workers to understand climate connections and communicate effectively with patients and communities about protective measures.
Targeting interventions for vulnerable populations
Climate health adaptation must prioritize populations facing the greatest risks. This includes people with underlying health conditions that climate hazards can worsen, those living in areas with high exposure to floods, heat, or air pollution, and communities lacking resources to implement protective measures independently. Effective interventions address both immediate protective needs and underlying vulnerabilities that amplify climate health risks.
Adaptation efforts should also consider how interventions interact with existing health disparities. Programs designed without attention to equity can inadvertently widen gaps between populations. Meaningful engagement with affected communities helps ensure that adaptation measures reach those who need them most rather than primarily benefiting those already better positioned to protect themselves.
The path forward
Building climate-resilient health systems represents both a challenge and an opportunity. The challenge lies in transforming complex institutions while they continue delivering essential services. The opportunity exists because investments in climate adaptation often generate immediate health benefits while building long-term protective capacity.
Integrated approaches that address climate and health together can prevent losses in development and health gains that have taken decades to achieve. This integration requires sustained commitment from health authorities, development partners, and communities working together toward shared objectives.
