India occupies a unique position in the global climate conversation. As the world’s most populous nation and one of its fastest-growing economies, India faces the challenge of pursuing development while addressing the increasingly severe impacts of climate change. This dual imperative has shaped a distinctive national response framework that attempts to balance energy security, poverty alleviation, and environmental protection.

India’s development challenges and energy context
India accounts for nearly 18% of the global population but uses only 6% of the world’s primary energy. The per capita energy consumption stands at just 0.6 tonnes of oil equivalent, roughly one-third of the global average. Despite this relatively low consumption, India’s large population makes it the third-largest national emitter of greenhouse gases, behind China and the United States.
About 30% of India’s population, approximately 363 million people, are classified as poor, and significant portions of the population remain vulnerable to the impacts of climate change. Though electricity coverage has reached nearly 98% of the population, the high energy demands emerging from economic growth pose a challenge to balancing emissions reduction with growth priorities.
Nearly 50% of Indians work in agriculture and other climate-sensitive sectors, making the country’s workforce particularly vulnerable to the effects of changing weather patterns. This creates a complex policy environment where decisions about energy, development, and climate must account for both immediate livelihood concerns and long-term environmental sustainability.
The National Action Plan on Climate Change
The Government of India launched the National Action Plan on Climate Change (NAPCC) on June 30, 2008, establishing a comprehensive framework for addressing climate impacts. Developed under the guidance of the Prime Minister’s Council on Climate Change, the NAPCC serves as the primary policy instrument for coordinating India’s response to climate change across multiple sectors.
Eight national missions
The NAPCC comprises eight distinct national missions, each targeting specific aspects of climate mitigation and adaptation:
National Solar Mission: This mission aims to promote the development and use of solar energy with the ultimate objective of making solar power competitive with fossil-based energy options. Originally targeting 20 GW of installed solar capacity by 2022, the target was subsequently revised upward to 100 GW.
National Mission for Enhanced Energy Efficiency: This mission recommends mandating specific energy consumption decreases in large energy-consuming industries, establishing a system for trading energy-saving certificates, and financing public-private partnerships to reduce energy consumption.
National Mission on Sustainable Habitat: This mission promotes energy efficiency as a core component of urban planning through measures including extended building codes, automotive fuel economy standards, and improved waste management.
National Water Mission: The mission sets a goal of 20% improvement in water use efficiency through pricing and other measures to address water scarcity resulting from climate change.
National Mission for Sustaining the Himalayan Ecosystem: This mission aims to prevent melting of Himalayan glaciers and protect biodiversity in the Himalayan region.
National Mission for a Green India: The goal is afforestation of 6 million hectares of degraded forest lands and expanding forest cover from 23% to 33% of India’s territory.
National Mission for Sustainable Agriculture: This mission supports climate adaptation in agriculture through development of climate-resilient crops, expansion of weather insurance mechanisms, and sustainable agricultural practices.
National Mission on Strategic Knowledge for Climate Change: This mission focuses on building national scientific and technological capacities, establishing research networks, and developing regional climate impact models.
State-level implementation
The NAPCC framework extends to State Action Plans on Climate Change at sub-national levels, outlining existing and future policies addressing climate mitigation and adaptation in various sectors. About 33 States and Union Territories have announced state-level action plans to address climate change, allowing for region-specific responses to local climate vulnerabilities.
Climate change impacts and urgency
The effects of climate change in India are already substantial and growing more severe. From 1901 to 2018, India’s average temperature rose by 0.7ยฐC, and this has increased to approximately 0.89ยฐC during 2015-2024 relative to the 1901-1930 baseline.
Extreme weather events
The frequency and intensity of extreme weather events have escalated dramatically. In 2024, India experienced extreme weather events on 322 days, representing almost 90% of the year. This increased further in 2025, with extreme weather recorded on 331 of 334 days between January and November.
These events, ranging from heatwaves and coldwaves to cyclones, lightning, heavy rainfall, floods, and landslides, claimed at least 4,419 lives in 2025, compared with 3,006 deaths in 2022. The trend demonstrates what researchers describe as a shrinking window of normal weather across the country.
The IPCC has projected that the Indian subcontinent will experience a 20% surge in extreme rainfall events. Heatwaves are expected to become more intense and frequent, while monsoon precipitation patterns will become more erratic. In 2024, New Delhi recorded the country’s hottest-ever temperature at 49.9ยฐC.
Vulnerable populations
More than 80% of India’s population lives in districts highly vulnerable to extreme weather events. Climate hotspots, where climate changes negatively affect living standards, are growing, and projections indicate that by 2050, approximately 148.3 million people in India will be living in severe hotspots.
India’s population is also vulnerable to sea level rise, with up to 310 million people inhabiting low elevation coastal zones. Across six major Indian port cities-Chennai, Kochi, Kolkata, Mumbai, Surat, and Visakhapatnam-28.6 million people could be exposed to coastal flooding if sea levels rise by 50 centimetres.
Multiple states face recurring climate disasters: Assam, Bihar, and Maharashtra flood every year, while states like Uttar Pradesh and Madhya Pradesh are prone to drought. According to climate vulnerability assessments, Assam, Andhra Pradesh, Maharashtra, Karnataka, and Bihar are among the most vulnerable to extreme climate events including floods, droughts, and cyclones.
International commitments and policy responses
The updated NAPCC commits to reducing emissions intensity by 45% by 2030 compared to 2005 and achieving 50% of cumulative electric power installed capacity from non-fossil-fuel sources by 2030. India has also pledged to achieve net-zero emissions by 2070.
Progress on renewable energy
In 2025, India reported reaching 50% of installed power capacity from non-fossil sources ahead of the 2030 NDC target. Renewable energy now comprises 26.5% of total installed generation capacity, with this installed capacity increasing by 286% over 7.5 years. Solar tariffs have fallen by more than 75%, reaching record lows.
India has increased its solar capacity rapidly, ranking fifth globally for installed solar capacity, and plans to expand to 450 GW of renewable energy capacity by 2030. These achievements demonstrate significant progress in the energy transition, though substantial challenges remain.
Financing the transition
To achieve the 2070 net-zero target, India will need an estimated $10.1 trillion in investments. This financing challenge underscores the importance of international cooperation and support for India’s climate action efforts. Research suggests that declining agricultural productivity and rising cereal prices could increase India’s national poverty rate by 3.5% by 2040 compared to a zero-warming scenario, equivalent to roughly 50 million additional people in poverty.
The path forward
India’s climate response framework reflects the complex reality facing developing nations as they navigate the intersection of economic growth, poverty reduction, and environmental protection. The NAPCC and its associated state-level plans provide a structured approach to addressing climate impacts across multiple sectors, while international commitments signal India’s engagement with global climate governance.
The country’s actions in dealing with energy and climate challenges will be key to a global clean energy transition. With infrastructure and development needs growing rapidly, the choices made today will shape India’s emissions trajectory for decades to come.
