When disaster strikes coastal communities, women often face a double burden. They must protect their families while coping with limited resources and social barriers. Yet across coastal Odisha, women have turned vulnerability into strength through self-help groups that are reshaping how communities respond to cyclones and floods.

The climate crisis on Odisha’s coast

Odisha’s eastern coastline stretches 480 kilometers along the Bay of Bengal, with major river systems including the Mahanadi, Brahmani, Baitarani, Budhabalanga, and Subarnarekha flowing through the state. This geography makes the region highly vulnerable to cyclones, storm surges, and flooding. Between 1951 and 2009, the state experienced floods for 35 years, droughts for 23 years, and cyclones for 9 years.

Climate projections paint an even grimmer picture. Research indicates that while overall cyclone frequency may decrease, a higher fraction will be intense, causing more damage. Between 1970 and 2019, cyclones and storm surges tripled in frequency, while extreme flood events rose nearly sevenfold, affecting over 12.6 million people annually.

The coastal region’s high population density compounds the problem. Approximately 52% of Odisha’s population lives in just 25% of its area along the coast, creating concentrated zones of vulnerability where disasters impact the maximum number of lives.

The 1999 super cyclone that changed everything

On October 29, 1999, a catastrophic event reshaped coastal Odisha forever. The super cyclone made landfall near Paradip with wind speeds exceeding 300 kilometers per hour and storm surges reaching 5-6 meters, pushing seawater up to 35 kilometers inland. The death toll reached approximately 10,000 people, with some estimates suggesting it could have been as high as 30,000.

Twelve districts suffered complete breakdowns of essential services. The cyclone damaged 1.6 million homes across 14,643 villages, leaving 2.5 million people marooned. About 444,000 livestock perished, and roughly 2 million tonnes of winter rice crops were destroyed. Total damages amounted to $4.44 billion.

The blocks of Erasama and Kujang in Jagatsinghpur district were among the worst affected areas. In some fishing villages, entire populations were swept away by tidal waves, with survivors clinging to trees as their homes and families disappeared beneath the surging waters.

Understanding vulnerability beyond geography

While natural hazards create the physical threat, vulnerability runs much deeper. Remote coastal villages like Krushnadaspur in Kendrapada district exemplify multidimensional vulnerability. With 715 residents, 92.58% belonging to scheduled castes, and 74.01% dependent on agriculture, the community faced layered challenges even before disasters struck.

Social vulnerabilities include limited access to information and political representation. Economic vulnerabilities stem from lack of income diversification, with families relying almost exclusively on agriculture and fishing. Health vulnerabilities emerge from inadequate healthcare access. When cyclones or floods hit, these pre-existing weaknesses amplify disaster impacts.

Research confirms that communities face more than just strong winds and floods-they are trapped in cycles of poverty and underdevelopment that deepen with every storm. Cyclone risk is not only about climate; it is fundamentally about inequality.

Women leading the change through self-help groups

In response to repeated disasters, communities began organizing themselves differently. Self-help groups, particularly those led by women, emerged as crucial instruments for building resilience. These informal associations typically bring together 10-20 members from similar socioeconomic backgrounds who save regularly, pool resources, and support each other through crises.

In Krushnadaspur, the Hara-Parvati Disaster Mitigation Committee was formed with 14 members-nine women and five men. The group implemented a dual strategy combining immediate reactive measures with long-term adaptive capacity building. Their work demonstrates how women self-help groups play vital roles in mitigating disaster effects and reconstructing livelihoods.

These groups maintain emergency supplies including food grains, first aid kits, and essential medicines. Members receive training in search and rescue operations, emergency response, and medical support. Beyond crisis response, they focus on sustainable development through alternative livelihood programs like pisciculture and vegetable cultivation.

Building capacity beyond disaster response

The self-help groups recognized that true resilience requires addressing root causes of vulnerability. They established seed banks enabling household vegetable cultivation, which improved both nutrition and income generation. Skills training diversified income sources beyond weather-dependent activities like fishing and farming.

Women’s participation in disaster risk management strengthens individual capacities and overall community resilience. When women gain equal access to information and skills, communities become better equipped to face recurring hazards and prevent disasters from escalating.

Inter-group knowledge sharing fostered learning and adaptation. Women from different villages visited each other, exchanged experiences, and replicated successful strategies. This horizontal learning proved more effective than top-down interventions, as solutions emerged from lived experience rather than external prescriptions.

Measurable impacts on community well-being

The self-help group initiatives produced tangible results. Vector-borne disease rates decreased as groups implemented better sanitation and drainage practices. Death rates from post-disaster illnesses declined due to improved medical preparedness and quicker response times.

Community awareness about government development programs increased significantly. Previously, many residents remained unaware of available support schemes. The self-help groups bridged this information gap, ensuring members could access entitled benefits and services.

Economic stability improved as households diversified income sources. The seed bank program allowed families to grow vegetables for consumption and sale, creating year-round food security and additional income. Alternative livelihood training reduced dependence on single income streams vulnerable to climate shocks.

The broader movement for women in disaster management

Odisha’s experience reflects a wider recognition of women’s crucial role in disaster resilience. India’s National Disaster Management Plan emphasizes gender as a cross-cutting principle, requiring women’s active involvement in planning and implementation during disasters.

Coastal states have created cyclone shelter management committees with 50% women’s participation. Women serve on search and rescue task forces, manage shelter operations, and make announcements during emergencies. This represents a significant departure from traditional views of women as merely beneficiaries rather than active agents of change.

Studies from across India confirm these findings. Self-help groups contribute to community resilience by pooling resources during crises like floods or pandemics. They provide financial aid, skills training, and psychological support while fostering economic empowerment that reinforces long-term disaster resilience.

Challenges that remain

Despite progress, significant barriers persist. Breaking traditional stereotypes about women’s roles requires sustained effort. Many communities still view disaster management as primarily men’s work, limiting women’s participation in decision-making roles.

Resource constraints affect self-help group operations. While members pool savings, larger infrastructure investments require external support. Access to credit remains limited, especially for marginalized communities with few assets to use as collateral.

Climate change itself presents an escalating challenge. Between 2018 and 2024, Odisha’s coast faced at least eight cyclonic storms. The increasing frequency and intensity of extreme weather events strain community resources and test resilience mechanisms.

Lessons for climate adaptation

The Odisha experience offers important insights for climate adaptation globally. First, community-based approaches that build on local knowledge prove more sustainable than externally imposed solutions. Women’s self-help groups succeed because they emerge from communities themselves, addressing locally relevant needs.

Second, disaster resilience requires addressing underlying social and economic vulnerabilities, not just physical infrastructure. Cyclone shelters matter, but so do income diversification, healthcare access, and social inclusion. True resilience integrates disaster risk reduction with development.

Third, women’s leadership transforms communities. When women participate in decision-making, solutions become more inclusive and effective. Their knowledge of household needs, community networks, and resource management creates comprehensive approaches to resilience.

Finally, resilience building demands long-term commitment. Quick disaster response matters, but sustained engagement that strengthens capacities, diversifies livelihoods, and reduces inequalities creates lasting change. Self-help groups provide this continuity, working before, during, and after disasters.
