Jharkhand, carved from Bihar in the year 2000, stands as one of India’s most mineral-rich states. Situated in eastern India and covering approximately 79,714 square kilometers across 24 administrative districts, this state plays a critical role in the country’s industrial economy. But Jharkhand’s dependence on fossil fuels and mining has also made climate action an urgent priority. Through its solar policy and renewable energy initiatives, the state is now working to balance economic growth with environmental sustainability.

Jharkhand’s geographical profile and natural resources
Jharkhand is positioned strategically in eastern India, sharing borders with West Bengal to the east, Uttar Pradesh and Chhattisgarh to the west, Bihar to the north, and Odisha to the south. The state’s topography is dominated by the Chota Nagpur Plateau, which covers most of its territory and gives rise to a complex drainage system.
Ranchi serves as the state capital and functions as a key industrial center. Other important cities include Jamshedpur, Dhanbad, and Bokaro, all of which hold significant industrial importance.
River systems and irrigation
Several rivers flow through Jharkhand, including the Damodar, Subarnarekha, Koel, and Brahmani. These rivers play an important role in the state’s economy, providing water for irrigation and industry.
The Subarnarekha River, often called the “River of Gold,” originates from the Chota Nagpur Plateau near Ranchi and flows through southeastern Jharkhand before entering West Bengal and Odisha, eventually draining into the Bay of Bengal. It houses the Subarnarekha Multipurpose Project, which provides both irrigation and hydroelectric power.
The Damodar River originates from the Chota Nagpur Plateau in Palamu district and flows through important industrial and mining towns. The Damodar Valley Corporation, established in 1948 as India’s first multipurpose river valley project, was modeled on the Tennessee Valley Authority of the United States. This project provides irrigation to approximately eight lakh hectares of land and generates significant hydroelectric power.
Other important rivers include the North and South Koel, and the Shankh River, which originates from the Netarhat plateau and supports tribal communities with water for agriculture and daily needs.
Mineral resources and economic significance
Jharkhand is one of the richest mineral zones in the world and boasts 40% and 29% of India’s mineral and coal reserves, respectively. Due to its large mineral reserves, mining and mineral extraction are the major industries in the state.
The state holds a unique position in India’s mining sector. Jharkhand is the only state in India to produce coking coal, uranium, and pyrite. It is also a leading producer of coal, mica, kyanite, and copper. With 26% of the total iron ore (hematite) reserves, Jharkhand ranks second among all Indian states.
Key minerals and their significance
The state’s annual mineral production currently stands at approximately 160 million tonnes, with an estimated value of Rs 15,000 crore. This mineral production generates significant revenue for the state, amounting to approximately Rs 3,500 crore annually.
The mineral wealth includes:
- Coal: Jharkhand is the largest producer of coal in India, accounting for about 27% of the country’s coal production. The Jharia Coalfield in Dhanbad district is one of India’s largest and most productive coal mines.
- Iron ore: The state generates approximately one-fourth of India’s iron ore production, with major deposits in the Singhbhum district.
- Uranium: The Jaduguda mine in East Singhbhum district, operated by Uranium Corporation of India Limited, is India’s first uranium mine.
- Mica: Jharkhand has almost half of the country’s mica deposits, concentrated in the Koderma region.
- Bauxite: Significant reserves exist in Lohardaga and other districts, supporting aluminum production.
Mining adds around seventy percent to the non-tax income of the state and provides employment to many, improving living standards and the local economy.
Export destinations
Major items exported from Jharkhand include engineering goods, mica, coal and other ores, minerals including processed minerals, and iron ore. Total exports from the state stood at Rs 15,498 crore in FY25 (until February 2025). Key export destinations include Bangladesh, Nepal, South Africa, and Saudi Arabia.
The climate challenge for a mining-dependent economy
Jharkhand’s heavy reliance on coal and mineral extraction presents a significant climate challenge. The state contributes approximately 19 percent of India’s annual coal production. However, the use of fossil fuels has been one of the main contributors to creating adverse effects on the environment.
The mining industry in Jharkhand faces several environmental challenges including deforestation, land degradation, water pollution, and displacement of tribal and rural communities. Industrial pollution, especially from coal mining activities, has seriously affected groundwater and surface water quality in many areas.
Recognizing these challenges, the state government has committed to supporting India’s actions against climate change. Reducing reliance on fossil fuels and diversifying the energy mix with various renewable energy sources would improve the state’s energy security while providing sustainable livelihood opportunities.
Jharkhand Solar Policy 2015
As a key climate change mitigation measure, Jharkhand introduced its Solar Policy in 2015. The State Government notified the solar policy on 10th August 2015, creating a conducive environment for the development of solar energy in the state.
Policy objectives and targets
The policy targeted achieving 2500 MW of solar energy by 2020, with objectives including promoting local manufacturing facilities and generating employment in the state. The policy encourages private sector participation to set up solar power-based projects across Jharkhand.
The implementation plan includes three main categories:
- Utility-scale projects: Development of solar power plants for sale of electricity to distribution licensees and third parties through open access
- Rooftop solar systems: Grid-connected and off-grid rooftop systems for residential, commercial, and industrial consumers
- Decentralized and off-grid applications: Meeting electricity and thermal energy requirements in remote areas as per Ministry of New and Renewable Energy guidelines
Incentives for investors
Solar Power Projects commissioned under this policy are eligible for incentives for 10 years. The policy offers several benefits including exemption from electricity duty, deemed industry status, pollution clearance facilitation, open access allowance, and exemption from conversion charges, VAT, and entry tax.
Additional incentives include exemption from wheeling charges and distribution losses, banking of 100% energy for 12 months, third-party sales within or outside the state, and must-run status for solar power projects. The state government also provides government land on a long-term lease basis for solar power plants of 500 MW capacity or more.
Solar Purchase Obligation
The policy mandates Solar Procurement Obligation (SPO) for commercial consumers with LT industrial connections exceeding 50 kVA connected load and all HT and EHT consumers. All such consumers must procure 4% of their power from solar sources.
For buildings, all new domestic constructions with floor area equal to or greater than 3000 square feet must install at least 1 kW of solar PV system. Housing societies are encouraged to meet 5% of their energy usage from solar for common amenities.
Evolution to newer policies
Building on the 2015 policy, the state government notified the “Jharkhand Solar Rooftop Policy, 2018” to promote rooftop solar programs and attract investment in the rooftop solar market. This policy covers mandatory installation clauses and virtual net metering provisions.
More recently, Jharkhand announced an updated solar policy targeting a cumulative capacity of 4000 MW by 2026 through a diversified project portfolio across scales, locations, and applications. The newer policy aims to increase the share of solar electricity in DISCOM’s energy purchase to 12.5% by 2023-24.
Jharkhand Renewable Energy Development Agency (JREDA)
JREDA is an autonomous body under the Societies Registration Act 21, 1860, registered on 19th February 2001 for the development and deployment of new and renewable energy resources. It operates under the administrative control of the Department of Energy, Government of Jharkhand.
Role and functions
JREDA serves as the state nodal agency for implementing renewable energy projects through fiscal and financial incentives made available by the Ministry of New and Renewable Energy (MNRE), Government of India, and the Government of Jharkhand. It is also the State Designated Agency (SDA) for implementing energy efficiency projects with support from the Bureau of Energy Efficiency (BEE).
JREDA works for implementation of fiscal and financial incentives from the Ministry of New and Renewable Energy Sources (MNRES) and Indian Renewable Energy Development Agency (IREDA). It is the implementing agency for various central and state government-sponsored schemes and projects in the renewable energy sector.
Key initiatives and achievements
JREDA has launched several schemes for developing the renewable energy portfolio across the state. Its mission includes creating awareness about solar, wind, biogas, and biomass-based technologies among the public, promoting policies and programs for renewable energy applications, and facilitating the installation of power plants based on renewable energy sources.
Under the PM-KUSUM scheme, JREDA has helped provide thousands of farmers with solar pumps for sustainable agriculture. Jharkhand ranks 5th in India under this scheme, demonstrating the agency’s effectiveness in promoting solar-powered irrigation.
The agency has also been recognized for its work in renewable energy deployment. JREDA received the First Foundation Day Award for Excellence in the Field of Renewable Energy in August 2015 from the Association of Renewable Energy Agencies of States (AREAS).
Current and future focus areas
JREDA has identified potential for developing other renewable energy sources including Small Hydel Plants (SHPs) and biomass-based plants. The agency continues to explore opportunities for developing new renewable energy sources while implementing existing programs.
The state government’s vision is to become a leader in solar energy adoption by bringing energy transition closer to communities, industries, and businesses. Through initiatives like the Solar City Programme and various rooftop solar schemes, JREDA is working to maximize solar energy deployment across urban and rural areas.
Balancing mineral wealth with sustainable development
Jharkhand faces a unique challenge: leveraging its vast mineral wealth while transitioning toward cleaner energy sources. As of FY25, Jharkhand had a total installed power generation capacity of 3008.35 MW, with ongoing efforts to increase the renewable energy share.
The state’s approach involves several strategies. These include promoting solar and renewable energy through aggressive policies and incentives, implementing stricter environmental regulations for mining operations, exploring opportunities to repurpose closed coal mines, and training former mine workers for roles in solar infrastructure and green enterprises.
The JH-RESET project exemplifies this transition, deploying solar dryers, irrigation systems, and training programs to support smallholder farmers and mine workers. This initiative is helping create new livelihoods in solar manufacturing, food processing, eco-tourism, and pisciculture as the energy sector evolves.
