Climate change poses one of the most significant challenges to sustainable development worldwide, and India-as a rapidly growing economy with over 1.4 billion people-faces unique vulnerabilities. From agricultural disruptions to water scarcity and rising sea levels, the nation recognized early that it needed a comprehensive strategy to address these threats while continuing its development journey. This led to the creation of the National Action Plan on Climate Change (NAPCC), released on June 30, 2008, under the guidance of the Prime Minister’s Council on Climate Change. The plan established eight National Missions that together form India’s roadmap for tackling climate change through mitigation and adaptation measures.

The foundation of India’s climate strategy
The NAPCC emerged from discussions at the Prime Minister’s Council on Climate Change, established during the tenure of Dr. Manmohan Singh. The Council determined that India needed a comprehensive national document that would outline actions already taken and propose new measures to address climate challenges. The resulting action plan recognized a crucial balance: India’s development goals require rapid economic growth to lift hundreds of millions out of poverty, yet this growth must proceed along an ecologically sustainable path.
Seven guiding principles
The NAPCC operates under seven core principles that shape all its initiatives. First, it emphasizes protecting vulnerable populations through inclusive development strategies sensitive to climate impacts. Second, it pursues national growth through ecological sustainability, recognizing that economic progress and environmental protection must go hand in hand.
The remaining principles include deploying appropriate technologies for adaptation and mitigation of greenhouse gas emissions, implementing efficient demand-side management strategies to optimize resource use, and utilizing market and regulatory mechanisms to drive change. The plan also stresses effective implementation through partnerships involving civil society, public institutions, and private enterprises. Finally, it commits to international cooperation through multilateral negotiations under the UN Framework Convention on Climate Change.
The eight National Missions
Based on these guiding principles, India established eight National Missions, each led by specific ministries and involving multiple stakeholders including the Ministry of Finance, Planning Commission, industry experts, academics, and civil society organizations. These missions represent long-term, integrated strategies for achieving key goals in climate change adaptation and mitigation.
Energy-focused missions: powering a sustainable future
National Solar Mission
The National Solar Mission, formally launched as the Jawaharlal Nehru National Solar Mission in January 2010, aims to establish India as a global leader in solar energy. The mission was designed with the objective of creating policy conditions for rapid deployment of solar technology across the country.
The mission initially set a target of 20,000 MW of grid-connected solar power by 2022, to be achieved in three phases. However, recognizing the rapidly improving economics of solar energy and India’s vast potential, the target was revised upward to 100 GW in 2015. This ambitious expansion comprised 40 GW from rooftop solar installations and 60 GW from large and medium-scale ground-mounted projects. The total investment required for achieving this target was estimated at approximately Rs. 6,00,000 crore.
The revised solar target was expected to prevent over 170 million tonnes of CO2 emissions over its lifecycle. India achieved the 100 GW milestone in January 2025, though the timeline was extended from the original 2022 target to March 2026. The mission employed innovative mechanisms like bundling expensive solar power with cheaper conventional power to make solar economically viable for distribution utilities.
National Mission for Enhanced Energy Efficiency
The National Mission for Enhanced Energy Efficiency (NMEEE), developed from the Energy Conservation Act of 2001 and approved in 2010, addresses the significant energy-saving potential in India’s industrial sector. The mission document established that India’s energy efficiency potential was valued at approximately Rs. 74,000 crore. Upon full implementation, the mission aimed to achieve avoided capacity addition of 19,598 MW, fuel savings of around 23 million tonnes per year, and greenhouse gas emission reductions of 98.55 million tonnes annually.
The NMEEE introduced four key initiatives. The Perform, Achieve and Trade (PAT) scheme is a market-based mechanism targeting energy-intensive industries. It assigns Specific Energy Consumption reduction targets to Designated Consumers, who can earn tradable Energy Saving Certificates for exceeding their targets. The first cycle of PAT, completed in March 2015, achieved energy savings of 8.67 million tonnes of oil equivalent, translating to approximately 31 million tonnes of avoided CO2 emissions.
The Super-Efficient Equipment Programme (SEEP) promotes market transformation of super-efficient appliances through financial incentives. The Market Transformation for Energy Efficiency (MTEE) accelerates the shift to energy-efficient appliances through innovative business models. The Framework for Energy Efficient Economic Development (FEEED) develops fiscal instruments to promote energy efficiency, including the Partial Risk Sharing Facility that provides credit guarantees to financial institutions extending loans for energy efficiency projects.
However, critics note that energy efficiency initiatives under NMEEE primarily target large-scale industries, potentially overlooking smaller operations that collectively contribute significantly to energy consumption.
Ecosystem and resource management missions
National Mission for Sustaining the Himalayan Ecosystem
The Himalayas represent one of India’s most critical ecosystems, with millions of people depending on them for water, livelihoods, and ecological services. The National Mission for Sustaining the Himalayan Ecosystem (NMSHE), coordinated by the Department of Science and Technology, focuses on building national scientific and technological capacities to assess the vulnerability of the Himalayan region to climate change.
The mission recognizes the mountains’ importance in supporting large populations and promotes what experts describe as a “mountain-driven” rather than “plains-driven” approach to development. Its objectives include preventing glacier melting, protecting biodiversity in the Himalayan region, and continuously assessing the health status of the ecosystem. This mission acknowledges that climate change could significantly alter the Himalayas’ role as the source of major rivers that provide water to hundreds of millions of people.
National Mission for Green India
The Green India Mission (GIM), formally launched in 2015 after initial delays due to financial constraints, aims to increase forest and tree cover while improving ecosystem services. The NAPCC originally set a goal of afforesting 6 million hectares of degraded forest lands and expanding forest cover from 23% to 33% of India’s territory.
The mission’s current targets include increasing forest and tree cover on 5 million hectares of land while improving the quality of forest cover on another 5 million hectares-a total of 10 million hectares. It also aims to enhance annual CO2 sequestration by 50 to 60 million tonnes. Between 2015-16 and 2020-21, the mission supported tree plantation and afforestation activities across 11.22 million hectares through various central and state schemes.
The mission takes a holistic view of “greening” that extends beyond tree plantations to include restoration of degraded ecosystems, grasslands, mangroves, and wetlands. Implementation occurs through convergence with programmes like the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Compensatory Afforestation Fund Management and Planning Authority (CAMPA), and the National Afforestation Programme.
National Water Mission
The National Water Mission addresses one of climate change’s most pressing impacts: water scarcity. The mission’s main objective is water conservation, minimizing wastage, and ensuring equitable distribution across and within states through integrated water resources development and management.
The mission has five identified goals: creating a comprehensive water database in the public domain, assessing climate change impacts on water resources, promoting citizen and state action for water conservation, focusing attention on vulnerable and over-exploited areas, and increasing water use efficiency by 20% through regulatory mechanisms with differential entitlements and pricing.
Climate change projections for India include declining Himalayan glaciers, increased drought and flood frequency, deteriorating groundwater quality, and increased coastal saline intrusion. The mission aims to develop integrated plans for sustainable water management with active stakeholder participation, identifying climate-smart management practices for India’s diverse regions.
Sustainable development and knowledge missions
National Mission on Sustainable Habitat
With urbanization accelerating across India, the National Mission on Sustainable Habitat promotes energy efficiency as a core component of urban planning. The mission extends the existing Energy Conservation Building Code to more buildings, emphasizes urban waste management and recycling, and supports power production from waste.
In the transport sector, the mission strengthens enforcement of automotive fuel economy standards, uses pricing measures to encourage purchase of efficient vehicles, and provides incentives for public transportation use. These measures recognize that transport and urban buildings are major energy consumers that significantly impact India’s carbon footprint.
National Mission for Sustainable Agriculture
Agriculture remains central to India’s economy and food security, yet it faces severe climate risks. The National Mission for Sustainable Agriculture (NMSA) supports climate adaptation through development of climate-resilient crops, expansion of weather insurance mechanisms, and promotion of sustainable agricultural practices.
The mission includes multiple programmes such as the Soil Health Card Scheme, Paramparagat Krishi Vikas Yojana for organic farming, Mission Organic Value Chain Development for the North-East region, and the Rainfed Area Development programme. It has four main components: Rainfed Area Development, On Farm Water Management, Soil Health Management, and Climate Change and Sustainable Agriculture Monitoring, Modeling and Networking.
However, the mission has faced criticism for inadequately addressing challenges faced by marginal and small farmers in an era of increasingly mechanized agriculture. About 85 million hectares-roughly 60% of India’s net cultivated area-falls in dryland or rain-fed zones, making these farmers particularly vulnerable to climate variability.
National Mission on Strategic Knowledge for Climate Change
Understanding climate science is fundamental to effective action. The National Mission on Strategic Knowledge for Climate Change (NMSKCC), also coordinated by the Department of Science and Technology, focuses on building human and institutional scientific capacities in climate change research.
The mission envisions a Climate Science Research Fund, improved climate modeling capabilities, and increased international collaboration. It encourages private sector initiatives to develop adaptation and mitigation technologies through venture capital funds. The mission also promotes formation of knowledge networks among existing research institutions and facilitates data sharing through appropriate policy frameworks.
Implementation challenges and criticism
While the NAPCC provides a comprehensive framework, implementation has faced significant challenges. According to various assessments, the Prime Minister’s Council on Climate Change, which oversees NAPCC, has limited accountability, with minimal public information available about meetings held or decisions taken.
Ten ministries are involved in implementation, and it took six years just to approve the eight missions after the NAPCC’s 2008 launch. Tracking progress across different missions has proven difficult due to constantly changing budget heads and schemes. Furthermore, the NAPCC never included concrete proposals for securing the massive investments needed-the Ministry of Environment estimated India would require $2.5 trillion to fulfill its comprehensive climate goals.
The cross-cutting nature of missions has sometimes hindered effectiveness. Missions related to sustainable habitat, water, agriculture, and forestry are multi-sectoral and multi-departmental, leading to slow progress. Several ongoing activities aligned with mission objectives have continued separately rather than being integrated, resulting in duplication and inefficiency.
Evolution and future directions
Since 2008, India’s climate action has evolved significantly. Following the Paris Agreement in 2015, the government expanded its response by introducing additional missions, including one focused on health impacts of climate change. The National Electric Mobility Mission was later added as a ninth mission to promote electric and hybrid vehicles.
States have also developed their own State Action Plans on Climate Change (SAPCCs) aligned with the NAPCC but tailored to region-specific challenges. These state-level frameworks allow for customized responses to local climate vulnerabilities while maintaining consistency with national goals.
India’s Nationally Determined Contributions under the Paris Agreement include creating an additional carbon sink of 2.5 to 3 billion tonnes of CO2 equivalent by 2030 through additional forest and tree cover. This builds directly on the foundation laid by the NAPCC’s eight missions. As the Centre for Science and Environment noted, the plan asserts that India can grow differently because it is in an early stage of development-it can leapfrog to a low carbon economy using high-end and emerging technologies.
