The 2009 Copenhagen Climate Summit marked a turning point in global climate negotiations and proved to be a defining moment for India’s climate diplomacy. As world leaders gathered in Denmark to forge a new international agreement on climate action, India walked a careful line between protecting its development interests and demonstrating climate responsibility. The summit ultimately produced the non-binding Copenhagen Accord, but India’s strategic positioning and collaborative approach left a lasting impact on international climate politics.

India’s three key expectations from Copenhagen

India arrived at the Copenhagen Summit with clear objectives that reflected both its development priorities and climate concerns. The country sought to strengthen international cooperation in combating climate change while ensuring any agreement would be fair and equitable. Central to India’s position was the principle of common but differentiated responsibilities, established at the 1992 Rio Earth Summit, which recognizes that developed nations bear greater historical responsibility for greenhouse gas emissions.

India also demanded adequate space for socio-economic development. With hundreds of millions still living in poverty, the country insisted that climate action must not come at the expense of poverty eradication and economic growth. India argued that developing nations should be allowed to pursue sustainable development pathways without the same constraints placed on industrialized countries that had already achieved prosperity through carbon-intensive growth.

Standing firm on sovereignty and emission reduction

Throughout the negotiations, India maintained a strong position on national sovereignty regarding emission reductions. The country made it clear that it would not accept legally binding international targets or external monitoring of its climate actions. India’s environment minister at the time emphasized that reducing emissions through legally binding commitments was a non-negotiable red line for the government.

Despite this firm stance on sovereignty, India did make a significant voluntary pledge. The country announced it would reduce the emissions intensity of its GDP by 20-25% by 2020 compared to 2005 levels. This commitment was carefully framed as a domestic decision driven by India’s own interests in energy security and sustainable development, rather than an internationally imposed obligation. The pledge notably excluded the agricultural sector, which is crucial to India’s food security and rural livelihoods.

What is emissions intensity?

Emissions intensity measures the amount of carbon dioxide released per unit of economic output. By targeting intensity rather than absolute emissions, India could continue to grow its economy while improving efficiency. This approach meant India’s total emissions could still rise as the economy expanded, but at a slower rate than without climate action.

The formation and influence of the BASIC bloc

Perhaps the most significant strategic move India made was joining forces with Brazil, South Africa, and China to form the BASIC countries alliance on November 28, 2009, just days before the Copenhagen Summit began. This coalition of major developing economies with growing emissions but relatively lower historical contributions to climate change proved to be a powerful negotiating force.

The BASIC countries coordinated their positions closely throughout the summit. They directly negotiated the final Copenhagen Accord with United States President Barack Obama on December 18, 2009. This small group of leaders bypassed the larger multilateral process to craft a political agreement that, while criticized by some nations, ultimately shaped the framework for future climate negotiations.

The alliance allowed India and other developing nations to push back against pressure from developed countries for binding emission targets. Together, the BASIC countries successfully maintained the principle of differentiated responsibilities and ensured that any commitments from developing nations would remain voluntary rather than legally binding.

The Copenhagen Accord and its outcomes

The Copenhagen Accord that emerged from these intense negotiations was not legally binding and did not commit countries to a successor agreement to the Kyoto Protocol. Instead, it was “taken note of” by the conference rather than formally adopted, reflecting deep divisions among participating nations.

The Accord recognized the need to limit global temperature increase to below 2 degrees Celsius and established a framework for voluntary emission pledges from both developed and developing countries. It also committed developed nations to mobilize $100 billion annually by 2020 to support climate action in developing countries, though details on funding sources remained vague.

India’s achievements and strengthened position

India’s approach at Copenhagen yielded several important outcomes. The formation of BASIC strengthened India’s negotiating leverage and positioned the country as a leader among developing nations. The bloc gave India a stronger voice in climate negotiations than it could have achieved independently.

The summit also reinforced India’s relationship with China on climate issues. Despite bilateral tensions on other fronts, the two Asian giants found common ground in protecting developing country interests at Copenhagen. Chinese Premier Wen Jiabao even acknowledged India’s leadership role in South Asia during private discussions with Indian Prime Minister Manmohan Singh.

By making a voluntary emission pledge while resisting binding commitments, India demonstrated climate responsibility without sacrificing its development agenda. This balanced approach helped India project itself as a responsible global player while protecting its core interests.

The legacy of Copenhagen for India’s climate strategy

The Copenhagen Summit marked a shift in India’s climate diplomacy. While the country maintained its emphasis on equity and differentiated responsibilities, it moved from a purely defensive posture to a more proactive stance. India’s voluntary pledge set a precedent that would evolve into more ambitious commitments in subsequent climate agreements, including the 2015 Paris Agreement where India pledged to reduce emissions intensity by 33-35% by 2030.

The BASIC alliance continued to coordinate positions in subsequent climate negotiations, though its cohesion has varied over time. The collaboration established at Copenhagen demonstrated that major developing economies could effectively organize to shape global climate policy.

Copenhagen also revealed the complex balancing act India must maintain between its identity as a developing nation requiring space to grow and its emerging status as a major economy with significant emissions. This tension continues to define India’s climate strategy today.
